Solutions for Vinh to become the economic and social center of the North Central region (*)

(Baonghean) - Excerpt from the speech at the Vinh City Party Congress by comrade Ho Duc Phoc, Secretary of the Provincial Party Committee)

Comrade Ho Duc Phoc gave a speech directing the congress.

...I am very happy and honored to represent the Provincial Party Committee Standing Committee to attend and direct the Vinh City Party Congress. I highly agree with the political report presented to the Congress and warmly commend and congratulate the important achievements that the Party Committee and people of the city have achieved in the past term.

Within the framework of the Congress, I would like to raise some advantages and challenges for the city in the coming time for the Congress to discuss in order to issue a correct Resolution with programs, plans, actions and effective solutions to lead the city's development.

About advantages:

Firstly: Vinh City is identified by the Central Government as the economic and cultural center of the North Central region by 2020 in the spirit of Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province by 2020 and Decision No. 52 of the Prime Minister on the adjusted planning of Vinh City by 2030 with a vision to 2050. We have a resolution to guide the way and have a complete plan, synchronous mechanisms and policies.

Second, Vinh has a favorable geographical location, high-quality human resources and a long history, which is a good condition for us to make a breakthrough. Since the French colonial period, Vinh City has been the industrial center of the North. During the construction and development process, the city suffered heavy destruction from war, but since 1973, we have built a youthful city with a modern appearance. This is a condition for us to develop with many potentials: airport, port, sea, and traffic location is the intersection of national highways passing through the Nam Nghe - Bac Ha inter-region.

Third: We build the city in the context of the country's innovation and development, the province has strong economic innovations. The foundation, achievements and resources of the Party Committee and the people of the city are the conditions for us to develop. Those are the driving forces projects around the city and the inner city. Currently, we are building the WB Project, Vinh Airport is being built and in the near future we will build a runway, then the Vingroup tourist area in the East of the city on Hon Ngu Island with capital of thousands of billions of VND; VSIP industrial park, in the West we have cement projects, those are ideal conditions for us to develop, increase budget revenue and create many jobs for the city's children.

Fourth: We have developed in education and health care. Last year we had 107 students passing the national excellent student exam, this year we have 99 students. Last year we had 4 international medals. This year we have 2 silver medals in Physics, International Mathematics, 1 gold medal in Asian Physics. Regarding health care, we have a 700-bed hospital, are promoting the construction of a 600-bed hospital, and are moving towards building a medical center for the North Central region. Regarding national defense and security, we have high solidarity, consensus, and unanimity... so that is an ideal condition for us to achieve our goals in the next term.

About the challenge:

First: To form a regional center in some areas, there are still some issues that need to be raised. We need to set a goal of reaching the top and when we will catch up and surpass Hue to become the center. Then tourism, high-tech industry, information technology industry need to be invested and developed like that; or as for banking, we need to turn Vinh into a center where financial companies, insurance companies, banks, and the center of the stock market and auditing of the whole country.

Second: Urban planning, management, and land management are not good. And now the problem is that we are allowing environmental pollution to occur in the city, construction does not comply with planning, we do not have public parking lots, public toilets, etc. So how do we overcome this in the future? This is also a challenge.

Third: Security, social order and safety still have some potential complications. Vinh is still the biggest drug hotspot in the province. If we do not resolutely push back this evil, if security and order are not guaranteed, it will hinder Vinh's development in the future.

To achieve our goals in the coming term, we need to do the following:

First: We must concentrate resources to implement, first of all, to complete the challenges I mentioned above.

Second: The expansion of Vinh's space by 2020 is 250 km, including Cua Lo Town, Quan Hanh Town and part of Hung Nguyen District. Therefore, it is necessary to build inter-regional economics, connect infrastructure, and build a common economic space.

Third: Focus on developing tourism, building tours and tourist routes, bringing financial and banking centers, healthcare, training high-quality human resources, building high-tech industries, biotechnology-applied agriculture... We must develop infrastructure for our economy to take off. So we need to continue focusing on completing the main items of the WB Project; must pay attention to developing gateway areas such as Cua Lo Town, Nghi Loc, Hung Nguyen; complete coastal traffic projects; build saline prevention sluices along Lam River to create urban space and regional economic links. At the same time, we must develop airports and ports; renovate collective housing areas to improve the living standards of city residents...

Immediately after the end of the Congress, the City Party Executive Committee is requested to promptly concretize the Resolution into action programs, projects and plans for effective implementation. The Provincial Party Standing Committee believes that the Vinh City Party Committee and people will strive to successfully implement the goals and tasks set out by the Congress, contributing to the successful implementation of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks for the development of Nghe An province until 2020.
