Solutions to make Yen Thanh a prosperous district

The first solution that needs to be focused on right after the District Party Congress is that the entire district will launch a political activity to propagate the results of implementing the Resolution of the District Party Committee, term XXV, and the main goals, targets, and tasks of the District Party Congress, term XXVI, to turn the determination and high consensus of the Party Committee and people in the entire district into specific actions to implement the Resolution of the Congress. At the same time, build action programs with resolutions and thematic projects in each field, as a basis for the direction and administration process through specific measures, bringing the resolution into life.

Based on general solutions, each key target and task in the term also needs specific solutions. Yen Thanh is still identified as an agricultural district, therefore, in the agricultural sector, promoting the momentum of the 2010-2015 term, the district continues to direct the strengthening of the application of science and technology, effectively rearranging the structure of crops, livestock and crops according to the motto "the land has its own tree", to increase the production value per unit area; bring mechanization into production from land preparation to harvesting, both reducing heavy work for workers, reducing the labor rate in agriculture, ensuring the crop schedule and increasing production efficiency; Rapidly develop large-scale production field models, farms, and ranches, create a large quantity of agricultural goods for a number of key products, and gradually build product brands with many advantages such as rice seeds, high-quality rice, oranges, mushrooms, honey, clean vegetables, tubers, fruits, and gradually form tourism products... To achieve the above goals, it is necessary to combine joint ventures with enterprises and reorganize cooperative models, cooperative groups, farms, and ranches. In the forestry sector, Yen Thanh determines to exploit the potential and advantages of forests, increase income for farmers to stick with forestry and ensure coverage, maintain upstream protective forest capital for 252 large and small lakes and dams to stabilize irrigation water sources in agriculture. It is necessary to develop solutions for sustainable forest planting and exploitation. To achieve the proportion of livestock farming accounting for 47% of the agricultural production value, it is necessary to promote the development of livestock and poultry farming according to the farm and family farm model, develop special, high-quality animals with high commodity value, and gradually move large livestock farms out of residential areas to protect the environment and develop sustainable livestock farming.

In the 2010 - 2015 term, Yen Thanh is setting a goal of reaching the new rural area by 2019. To do so, it is necessary to continue to maintain solutions to implement 5 breakthroughs: Continue to promote upgrading and expanding the rural traffic system to bring the Yen Thanh traffic system to meet 4 requirements (roadbed with enough 2 lanes for motor vehicles to households, harden the road surface with asphalt or cement concrete, solidify 2 road-side ditches, plant 2 green strips along the road); complete the field infrastructure system to meet the requirements of bringing machinery to the plots and meeting the conditions for applying scientific irrigation; reorganize production to continuously increase farmers' income; build standardized solutions for education, health care, sustainable cultural - information - sports institutions; focus on vocational training for farmers under 50 years old.

For industry and construction, the priority solution is to increase investment in building 5 industrial clusters in the town, Trang Ke, Cong Thanh, My Thanh, Son Thanh to create an open environment to attract investors, encourage Yen Thanh children to invest in industrial clusters, prioritize attracting the fields of garment, electronics, agricultural, forestry and fishery processing... Contribute to solving jobs for rural workers, shifting the labor structure. There is a policy to expand and consolidate 12 recognized craft villages and develop craft villages into craft villages; strive to build 1 craft village and craft village in each commune to solve the rural labor source. In the construction sector, focus on attracting investment sources from the Central, the province, enterprises and unleashing the internal resources of the people to invest in infrastructure, especially the rural traffic system, irrigation canal system; ensure facilities for education, health, culture - information - sports..., meeting the standardization criteria of new rural districts. In addition, build management mechanisms to specify management sanctions included in the village covenant to manage and exploit investment results in the area.

Regarding trade and services, on the basis of the approved planning, quickly implement the upgrading of the market system according to the model of the front being a commercial center, the back renovating the traditional market step by step to meet the requirements of commercial civilization to increase the value of commercial activities, ensuring food safety and hygiene. Pay attention to developing retail outlets to dominate the retail market within the district, at the same time forming wholesale centers in 12 towns and 2 townships. In conjunction with the planning, upgrade 192 relics out of a total of 423 relics that have been inventoried in the whole district, restore intangible cultural activities (tuong, cheo, folk songs Vi Giam ...) to develop into spiritual cultural tourist spots, in which accelerate the construction of the Gam temple spiritual eco-tourism area into a highlight, thereby creating a spreading power and connection between relic sites in the district.

At the same time, Yen Thanh also focuses on solutions to improve the quality of labor resources and human resources, focusing on creating a real change in the quality of education and training to meet the high demand for human resources for industrial parks and labor export. Solving social issues well, taking care of people's health, improving people's material and spiritual life; solving employment, ensuring social security, striving to reduce the poverty rate by 2020 to 2.5 - 3%... Paying attention to ensuring security, social order and safety in the district, creating an environment for good development.

With specific solutions, combined with the high concentration of will, aspirations and strength of the entire political system and the entire people to continue promoting the patriotic emulation movement, overcoming all difficulties and challenges; promoting the potential and advantages of the locality, Yen Thanh will gradually complete the goals and targets set out in the Resolution of the 26th District Party Congress, building Yen Thanh into a fairly good district of the province and being recognized as a new rural district in 2019.
