Solutions to improve the quality and effectiveness of Party inspection and supervision.

In mid-2022, the Hoang Mai Town Party Committee's Inspection Commission conducted an investigation into suspected violations by the Party Committee of Quynh Loc commune regarding leadership and direction in land management, construction order management, and financial management in the area. Based on the shortcomings and deficiencies identified by the Hoang Mai Town Party Committee's Inspection Commission, the Quynh Loc Commune Party Committee conducted a review to learn from experience, clarify responsibilities, and develop a plan for rectification according to a roadmap, in conjunction with directing the Commune People's Committee, relevant departments, and individuals assigned to specialized tasks to strengthen state management.

Therefore, according to Comrade Nguyen Huu Tuy – Secretary of the Party Committee of Quynh Loc commune, although there are significant historical legacies, thanks to decisive leadership and determination, these have been gradually overcome: Funds related to some investment projects with violations in the area have been recovered; Regarding 24 cases of constructing farms, livestock facilities, residences, gates, embankments, etc., on agricultural land or encroaching on traffic safety corridors, the commune has held meetings with the violating households, drawn up administrative violation reports, and simultaneously propagated and encouraged voluntary compliance, and proceeded with the forced demolition of 10 households; dismantling the structures while facilitating the households to apply for new or replacement land use right certificates after rectifying the violations.

In addition to dismantling 10 out of 26 illegal constructions as concluded by the Town Party Committee's Inspection Committee, through proactive review, Quynh Loc commune also propagated and mobilized the dismantling of 14 constructions violating traffic safety corridors.

Along with addressing existing violations, the locality is also tightening land management, building a network of informants in villages and hamlets to detect and promptly handle cases of land encroachment or illegal construction on agricultural land and traffic safety corridors at their initial stages, preventing new violations from occurring. The locality is strengthening construction order management by implementing the issuance of permits and collecting construction taxes for individual houses. In 2023 and the first six months of 2024, Quynh Loc commune issued permits and collected taxes for 76 cases of house construction, totaling 374 million VND.

To ensure improved quality and effectiveness of inspection and supervision of Party organizations and Party members in Hoang Mai town, Party committees at all levels pay special attention to directing the review process to clarify responsibilities and develop plans for rectification, clearly identifying individuals, tasks, timelines, and responsibilities for decisive action. According to Comrade Ho Sy Tung, Standing Committee member and Chairman of the Hoang Mai Town Party Committee's Inspection Committee: The conclusions of inspections and supervision by Party committees and inspection committees must clearly state the content and tasks that need to be done and rectified, so that the inspected and supervised organizations and individuals clearly understand what needs to be done and how to rectify the situation.

The inspection and supervision work of Hoang Mai Town Party Committee has been implemented systematically. Annually, the Party Committee and the Town Party Committee's Inspection Committee proactively develop a focused and targeted thematic inspection and supervision program, while also comprehensively expanding across all fields. The focus of inspection and supervision is on sensitive areas prone to violations and causing public concern, such as land management, especially the management of forest land and unused public land; basic construction management and construction order; the arrangement, placement, and recruitment of cadres and civil servants; administrative reform, especially administrative procedures and public service ethics…

To ensure the effectiveness of inspection, supervision, and early prevention of violations, in addition to clearly identifying issues for those subject to inspection and supervision to rectify, the Hoang Mai Town Party Committee's Inspection Committee also proactively advises the Party Committee to issue directives to rectify and address violations throughout the town. These include Directive No. 09, dated September 9, 2022, on strengthening leadership and guidance on planning, planning management, urban management, and construction order; and Directive No. 10, dated October 2, 2022, on strengthening leadership and guidance to accelerate the issuance of land use rights certificates, house ownership certificates, and other property certificates for households and individuals in the town.

Hoang Mai town also focuses on regular supervision by the entire political system over Party organizations and cadres and Party members. This is identified as a breakthrough to prevent violations by Party organizations and cadres and Party members; to prevent small violations from becoming big violations; and to prevent the violations of one person from becoming the violations of many people.

Regular monitoring is carried out through information and reports from all levels and sectors, the Fatherland Front, and political and social organizations; through working sessions between higher-level and lower-level Party committees, especially those in weak areas; through Party committee officials attending branch meetings; and through surveys and inspections of the implementation of political tasks by Party organizations, officials, and Party members… in order to promptly detect and correct any violations or conduct investigations into suspected violations.

For Thanh Chuong district, recognizing the effectiveness and positive impact of Party inspection, supervision, and disciplinary enforcement in promoting better performance of assigned responsibilities and duties by cadres and Party members, and contributing to building a strong Party; the District Standing CommitteesampleThanh Chuong district has issued Project No. 08, dated May 13, 2022, on continuing to improve the quality of inspection, supervision, and party discipline work, contributing to preventing violations among cadres and party members.

Accordingly, this work has been systematically implemented by Party committees and inspection committees from the district to the grassroots level, closely adhering to the practical realities of each level, sector, locality, agency, and unit to develop annual plans. The district focuses on inspecting and supervising regularly the heads of Party committees and organizations, and Party members holding positions, in the performance of their assigned responsibilities and duties; their adherence to the Party's guidelines, policies, resolutions, directives, and regulations; working regulations; manifestations of ideological and political degradation, moral decay, lifestyle deviations, "self-evolution," and "self-transformation"; Party branch activities; state management of land and minerals; basic construction investment; management and use of state budget; Party financial revenue and expenditure; and sensitive areas prone to violations.

Thematic and regular inspections and supervision involve strengthening checks for suspected violations to promptly prevent misconduct by Party organizations and cadres and Party members. In the past two years, the two-level inspection committees have conducted inspections when there were signs of violations involving 58 Party organizations and 84 Party members.

Comrade Nguyen Xuan Ngan – Deputy Head of the Thanh Chuong District Party Committee's Inspection Committee – stated: Through the inspection and supervision activities of the Party committees, inspection committees at all levels, and the District Party Committee Office, shortcomings and weaknesses in leadership, direction, and implementation by some Party organizations and Party members have been promptly rectified, contributing to promoting the implementation of political tasks at each level, agency, and unit. This is coupled with the serious enforcement of Party discipline, creating a real deterrent effect on Party organizations and Party members. From July 2022 to June 2024, the Party committees and inspection committees at both levels reviewed and disciplined 164 Party members for violations, including: 123 Party members receiving reprimands; 20 Party members receiving warnings; and 21 Party members being expelled.
