Nghe An strictly implements the conclusions of inspection, supervision, investigation, settlement of complaints, denunciations and recommendations of the State Audit.
(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued a Directive on strengthening the Party's leadership in implementing the conclusions of inspection, supervision, investigation, settlement of complaints, denunciations and recommendations of the State Audit.
According to the assessment of the Provincial Party Committee Standing Committee, in recent times, the work of leadership, direction, organization of implementation of conclusions of inspection, supervision, examination, settlement of complaints, denunciations and recommendations of the State Audit has been of interest to Party committees, authorities, agencies and units in the province. Since then, there have been many measures to rectify and overcome shortcomings, defects, violations, handle responsibilities of collectives and individuals, contributing to maintaining strict discipline of the Party, laws of the State, performing well political tasks, ensuring social stability, and strengthening people's trust in Party committees and authorities at all levels.

In addition to the achieved results, the implementation of the conclusions of inspection, supervision, examination, settlement of complaints, denunciations and recommendations of the State Audit still has shortcomings and limitations, such as: Party committees, authorities, collective leaders, heads of agencies and units in some places have not been resolute in leadership, direction, and have not seriously and thoroughly implemented the conclusions and recommendations of competent agencies; the review and handling of responsibilities of organizations and individuals have not been commensurate with the content, nature and level of violations. The work of synthesizing, updating, monitoring, supervising and urging the implementation of the conclusions of inspection, supervision, examination, settlement of complaints, denunciations and recommendations of the State Audit has not been complete and timely. The preliminary and final summaries and supplementary tasks and solutions for leadership and direction have not been given due importance.
From the above situation, the Provincial Party Standing Committee requests Party committees and Party organizations at all levels to strengthen leadership in implementing the conclusions of inspection, supervision, investigation, settlement of complaints, denunciations and recommendations of the State Audit, focusing on the following main tasks and solutions:
1. Regularly disseminate, raise awareness, responsibility, lead, direct, and coordinate the implementation of the conclusions of inspection, supervision, and examination, and the settlement of complaints, denunciations, and recommendations of the State Audit. Identify this as an important and regular task to strictly implement the Party's discipline and the State's laws, contributing to building a clean and strong political system, improving the effectiveness of the work of preventing and combating corruption, negativity, and waste, maintaining social stability, and promoting development.
2. Develop plans, determine requirements, progress, assign responsibilities and focus on directing the timely, thorough and effective implementation of the conclusions of inspection, supervision, investigation, settlement of complaints, denunciations and recommendations of the State Audit; at the same time, seriously review and handle the responsibilities of collectives and individuals.
3. Include in the work program of the Party Committee, agency, unit and periodically or when necessary listen to reports, direct, urge the implementation of the conclusions of inspection, supervision, investigation, settlement of complaints, denunciations and recommendations of the State Audit. Assign specific tasks to competent agencies to regularly review, synthesize, classify, monitor, urge the handling of outstanding contents, report, recommend competent authorities to handle difficult and problematic issues.
4. Direct close coordination between relevant agencies in providing information, organizing the implementation of inspection, supervision, and examination conclusions, handling complaints, denunciations, and recommendations of the State Audit.
5. Annually, Party committees and inspection committees at all levels shall inspect and supervise the leadership, direction and organization of the implementation of conclusions of inspection, supervision, investigation, settlement of complaints, denunciations and recommendations of the State Audit; strictly handle organizations and individuals with shortcomings and violations.
6. Party committees, party organizations, agencies and units shall supplement the implementation of the conclusions of inspection, supervision, examination, settlement of complaints, denunciations and recommendations of the State Audit into the regulations and provisions on assessment, classification, emulation and reward of organizations and individuals under their management.
7. Implementation organization:
- Party committees, party organizations, authorities, the Fatherland Front, socio-political organizations, sectors, agencies and units in the province study, thoroughly understand and develop plans to implement the Directive. Every 6 months and at the end of the year, report to the Provincial Party Committee Standing Committee (through the Provincial Party Committee Inspection Committee) on the implementation results.
- The advisory and support agencies of the Provincial Party Committee, based on their assigned functions and tasks, organize the supervision of the implementation of the conclusions of inspection, supervision, investigation, settlement of complaints, denunciations and recommendations of the State Audit, within their assigned areas. Coordinate, monitor, synthesize and report to the Standing Committee of the Provincial Party Committee.
- The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to direct the district-level People's Committees and relevant agencies to regularly review, synthesize, and urge the implementation of conclusions on inspection, supervision, investigation, settlement of complaints, denunciations and recommendations of the State Audit of competent central and provincial agencies; periodically every 6 months and at the end of the year, report to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee's Inspection Committee).
- The Provincial Party Committee's Inspection Committee shall preside over and advise on monitoring and supervising the implementation of the Directive; coordinate with the Party Committee of the Provincial People's Committee and relevant agencies to regularly monitor, update and summarize the implementation results; periodically report to the Provincial Party Committee Standing Committee every 6 months and at the end of the year and report when requested by competent authorities.
This Directive replaces Directive No. 15-CT/TU, dated May 5, 2008 of the Provincial Party Standing Committee and is disseminated to Party cells.
