Nghe An: Inspecting 10 projects with difficulties, obstacles, long-term backlog, risk of loss and waste
Nghe An Provincial Inspectorate has established 10 inspection teams for 10 projects with difficulties, obstacles, long-term backlog, low efficiency, and risk of loss and waste according to Plan No. 1505/KH-TTCP dated July 22, 2025 of the Government Inspectorate and Document No. 7469/UBND-CN dated July 29, 2025 of the Provincial People's Committee.
10 projects and works were inspected by the Provincial Inspectorate, including:
- Trung Do Apartment and Townhouse Project, invested by Trung Do Industrial Cooperative.
- Trung Do Townhouse Project is invested by Trung Do Industrial Cooperative.
- The project "Construction of some inner-city roads to develop traffic infrastructure of Yen Thanh town, Yen Thanh district" under the form of Build - Transfer contract (BT contract) invested by Hung Son Investment and Trading Joint Stock Company.


- Project "Developing tourism infrastructure to support comprehensive growth in the Greater Mekong Sub-region - Phase 2", sub-project of Nghe An province, invested by the Department of Culture, Sports and Tourism.
- Sao Nghe Apartment and Commercial Service Complex Project is invested by Sao Nghe Joint Stock Company.
- The 6-storey residential and apartment commercial service area project at 61 Nguyen Truong To, Dong Vinh ward, Vinh city (old) is invested by Cienco4 Land Investment Joint Stock Company.
- The project of townhouses, villas and commercial services is invested by Nghe An Investment and Development Joint Stock Company.
- The project of dividing residential land plots in Nghi Phu commune, Vinh city (old) is invested by Nghe An Post Office Equipment and Construction Joint Stock Company.
- The project of townhouses, villas and public entertainment area is invested by An Phat Nghe An Investment, Construction and Trading Joint Stock Company.
- Low-rise housing project invested by Duong Quoc Anh Private Enterprise.

According to Plan No. 49/KH-TTR dated July 29, 2025 ofProvincial InspectorateThe inspection aims to:
Evaluate the implementation status of projects and works that are behind schedule, have long backlogs, are ineffective, and are at risk of loss and waste.
Identify the causes of difficulties, obstacles, limitations and inadequacies of policies and laws to propose remedial measures; avoid loss and waste.
Detect violations of the law, determine causes and responsibilities, and recommend handling in accordance with legal regulations (if any).
The provincial inspectorate requests inspection teams to:
Inspection activities must comply with the law, be democratic, public, objective, timely and accurate; not hinder the normal activities of the inspected subjects and other agencies, organizations and individuals; not overlap in scope and time between inspection agencies, between inspection agencies and state audit agencies; and not overlap in the exercise of rights when conducting inspections.
Inspect the correct content, scope, objects, with focus, key points, and on time according to the inspection decision; strictly implement the confidentiality regime and the information and reporting regime; inherit the results of the competent authorities on related contents with sufficient basis and legal basis.


Regarding the inspection content, the Provincial Inspectorate directed:
Based on the functions, tasks and actual situation, the Head of the inspection team shall advise on the inspection content; in which, attention shall be paid to the contents showing signs of violations and risks of loss and waste in:
1. Procedures for deciding and approving investment policies and project adjustments
2. Project preparation, appraisal, approval, adjustment, design and estimate.
3. Organizing contractor selection; negotiating and signing contracts.
4. Land allocation, land lease, land use purpose conversion; land price determination, performance of financial obligations on land.
5. Implementation status: progress, volume, quality of construction.
6. Financial management: capital arrangement, disbursement, payment, settlement.
7. Compliance with relevant legal regulations during project and construction implementation.
8. Correct price, clearly identify the causes of difficulties, obstacles, slow progress, long-term backlog, low efficiency, risk of loss, waste...
9. Responsibilities of investors, consultants, contractors, and management agencies; proposals and recommendations for solutions to overcome difficulties and problems.
10. Inspection and examination work and implementation of inspection and examination conclusions (if any).

Regarding the inspection period, the time frame is determined from the time the works and projects are implemented until July 1, 2025. If necessary, relevant content before or after the above inspection period can be reviewed. It is expected that before September 15, 2025, the Provincial Inspectorate will issue the inspection conclusion.
On July 22, 2025, the Government Inspectorate issued Plan 1505/KH-TTCP for 2025 on specialized inspection of works and projects with difficulties, obstacles, slow progress, long backlog, low efficiency, and risk of loss and waste.
According to Plan 1505/KHTTCP, the Government Inspectorate directly inspected 145 projects of central ministries, branches and corporations and general companies under the management of ministries and branches, with a total investment of over 100 billion VND and inspected a number of large projects of localities with a total investment of over 1,500 billion VND. Inspectorates of provinces and cities directly inspected 750 projects in the area with a total investment of over 30 billion VND. These works and projects are listed in the project list provided by the Ministry of Finance.
