Heartbreaking incidents

At the time of searching the boarding houses, the police arrested 4 students (born in 2004, 2005) with permanent residence in communes in Quy Chau district for illegal possession of drugs. Continuing to expand the investigation, the police arrested another student who was the ringleader while he was on a passenger bus in Hoang Mai town on his way to Bac Giang.

In Ky Son district, at the end of March 2022, a fight also occurred, causing the death of a 12th grade student. Specifically, on the night of March 23, LBT (18 years old, residing in Ka Tren village, Na Ngoi commune, Ky Son district), a 12th grade student at Ky Son High School, and HB Kh (from the same village) who was staying in class 5, Muong Xen town, went to play at Tay Son Primary and Secondary School for Ethnic Minorities and had a conflict with 3 students, MC D, MBS and HBR, both born in 2007, residing in Tay Son commune. During the fight, seeing that T. and Kh. were bigger, MCD called VBGi, VBD (born in 2007), VBR (born in 2008) for help. When going down to the boarding area of the school, during the fight, VBGi used a knife to slash LBT's head, seeing T. bleeding, the other students fled. Immediately afterwards, LBT was taken by HBKh to Ky Son District Medical Center for emergency treatment but died later. On March 26, 2022, the Investigation Police AgencyKy Son District Policeissued a decision to prosecute the case, prosecute the accused and issue an arrest warrant for temporary detention against VBGi.
Previously, also in Ky Son district, at around 9 pm on November 7, 4 students from Ky Son High School were riding 2 motorbikes when they reached block 4, Muong Xen town, the 2 vehicles collided. The consequences left 3 students injured.deathThe remaining child was seriously injured and was treated at the district hospital.
According to the assessment of the Department of Education and Training, the work of ensuring security and order in the field of education and training is basically stable. However, there are still violations of the law and traffic safety among students and a small number of teachers, staff and students such as: illegal trading and use of drugs, addictive substances, theft of property, intentional injury, school violence, illegal use of fireworks... Of which, students violating traffic laws account for the largest proportion.
According to statistics from the authorities, from December 2020 to November 2021, the whole province had 1,040 students violating the law, mainly violating the Road Traffic Law (899 cases); 7 cases of social evils violations, 28 cases of theft; 7 cases of drug trafficking, drug addiction and 4 cases of intentional injury.
The difficulties
Regarding the cases of students violating the law in Ky Son district, recently, according to Mr. Nguyen Xuan Hien - Deputy Head of the District Education and Training Department, the heartbreaking incidents that occurred recently mainly occurred outside of class hours. During off-hours, students rent accommodation at residential households, so the school cannot manage them. In addition, most of the students who have to rent accommodation are far from their families and lack strict management from their parents. Ky Son has 28 primary schools with 8,586 students, of which 27 have boarding students with more than 3,000 students; 18/19 secondary schools have boarding orboardingfor students with the number of 4,094/6,187 students.
“Since the abolition of the form of boarding schools for high school students in mountainous ethnic minority areas, in Ky Son, a large number of students at all levels have to live far from their families, and mainly have to rent houses outside the school, which has caused difficulties for families and schools in managing, educating, and helping students stay away from social evils,” said teacher Nguyen Xuan Hien.

The fact that it is difficult to control students who stay in residential areas to study is also reflected by schools in Quy Chau district. The leader of Quy Chau High School said that more than 1,000/1,580 students of the school have to stay in residential areas to study. In addition, many students have parents who work far away, or are orphans, and they live with elderly grandparents, so the family's care and management of their children while they are staying in residential areas is very loose, and in some cases, parents do not know where their children are staying or how they are living. Therefore, educating students about compliance with the law mostly depends on the school and the local authorities where they live.
Tighten management, strengthen legal propaganda
To prevent and stop students from falling into drug trafficking and addiction and to ensure local security and school security, Quy Chau District Police said that they have coordinated with the Board of Directors of schools to regularly organize propaganda on the law in general and drug abuse in particular to students. At the same time, they quickly grasped the fact that students living in rented houses lacked parental supervision, so some students used drugs and bought and sold drugs in rented houses. Therefore, at the end of 2021, the District Police proactively established a special project to promptly combat and prevent drug abuse in schools.
In Ky Son district, after the incident in Tay Son commune, Ky Son district police issued Official Dispatch No. 147-CAH on strengthening school security, requesting schools to further tighten coordination with families, localities, and functional forces to manage, educate, and prevent violations of the law by students.
Affirming the importance of school security, Mr. Nguyen Trong Hoan - Chief of Office of the Department of Education and Training said that every year and every quarter, the Department regularly issues documents to deploy school security work. Specifically, it is necessary to continue to effectively implement Decree 80/2017/ND-CP dated July 17, 2017 of the Prime Minister on building a safe, healthy, friendly educational environment, preventing school violence. The Department of Education and Training also requires schools to develop specific plans, proactively coordinate with local authorities, police agencies, mass organizations and students' families in ensuring security, order, preventing crime, social evils, and drug abuse. Every 6 months, coordinate with local police agencies to organize meetings, inspect and grasp the situation, discuss management measures, and strictly handle officials, teachers and students who violate the law. At the same time, proactively coordinate with the police agency to advise the People's Committees of districts, cities and towns to organize meetings at the Security and Order Clusters to enhance the effectiveness of coordination work and propose effective solutions to ensure school security and safety.

In addition, close coordination between the Parents' Association has measures to prevent, detect and stop early negative impacts in the use of internet services, social networks, video games, mobile phones, prevent school violence, social evils... on students. Proactively recommend to local authorities to take measures to inspect, monitor and clear up complicated social evil hotspots, shops, internet services, pawnshops... around schools.
“Currently, the province only has a boarding model for high school students at two facilities of the provincial Boarding School for Ethnic Minorities. To enhance student management, the Department is also piloting the implementation of a boarding model at high schools in Ky Son and Que Phong; at the same time, it encourages the implementation of the boarding model at primary and secondary schools across the province. When educational institutions, local authorities, functional departments and agencies, and families coordinate synchronously and regularly, it will minimize student violations of the law and improve the overall quality of education,” said Mr. Nguyen Trong Hoan.
