However, in recent years, the number of people going abroad for work has continuously increased, including a significant number of Party members. Managing, educating, assigning tasks to Party members engaged in economic activities far from their place of residence, and evaluating the quality of Party members in this category are facing many difficulties.

Nghi Hai Ward (Cua Lo Town) currently has over 1,000 workers employed in countries such as South Korea, Taiwan, Malaysia, and Japan. Annually, these workers send back between 120 and 180 billion VND in foreign currency. Thanks to overseas labor export, the ward's appearance has changed dramatically: multi-story houses are built close together, 100% of village roads are paved with concrete, public welfare facilities are well-built, and the poverty rate has decreased to below 8%.

However, alongside the benefits of overseas labor export, numerous drawbacks have arisen. “Nghi Hai is densely populated, and the lives of its people depend on fishing trips. The fishing industry is risky, and fuel prices are constantly rising, so going to work far away has become the number one choice. After finishing junior or senior high school, if they don't pass the entrance exams for universities, colleges, or vocational schools, most young people go south or north to earn a living or go abroad for work. The shortage of young labor not only affects the implementation of local economic projects, but most worryingly, it creates a shortage of Party members and difficulties in managing Party members working far away. On average, each year, the ward processes the removal of 1-2 Party members from the list who are working far away or have been absent from Party meetings for many periods,” said Mr. Ngo Binh Son, Secretary of the Nghi Hai Ward Party Committee.



When young Party members go abroad for work, only older Party members remain in the Party branch for meetings.

For example, the Party cell of Yen Dong hamlet (Hung Thinh commune, Hung Nguyen district) has 10 Party members, of whom 2 went abroad for labor export. Before going abroad for labor export, the Party members reported to the Party cell and followed the correct procedures and regulations. However, due to limited awareness and the tight deadline for going abroad for labor export, some Party members were reluctant to transfer their Party membership, and work pressure prevented them from reporting by phone on the monthly Party cell meeting day. Currently, the Party cell is completing the procedures to remove Mr. Tran Van Truong's name from the Party membership list. Party branch secretary Tran Van Mui said: “As a branch in a Catholic area, many young people go away to work, so training and recruiting people into the Party faces many difficulties. For many terms, the branch has maintained 10 members. For the past 5 years, 2 members have gone away to work, and only 8 members are present at meetings. Now, removing one member's name is very heartbreaking. But according to the regulations, we have to accept it...”

Currently, the entire provincial Party Committee has 16,990 Party members, of which several thousand are working away from home, including nearly 1,000 who are working abroad. The majority are Party members from rural areas, concentrated mainly in towns and cities. Cua Lo, Yen Thanh, Dien Chau, Do Luong... Ms. Le Thi Hoai Nam - Deputy Head of the Provincial Party Committee's Organization Department, said: "According to regulations, Party members working abroad for 12 months or more must transfer their Party membership to the Overseas Party Committee. The Overseas Party Committee will carry out the procedures according to regulations so that the Party committee in the host country can receive and arrange Party activities. After the period, the Party member writes a self-assessment report, with confirmation from the Party committee, agency, or government where they work, and reports it to the Party branch. If the Party member needs to continue working abroad for another period, they must submit a report to the Party branch for further consideration and decision. However, this regulation is not always feasible everywhere and at all times because many Party members working far away do not have stable jobs, workplaces, or residences. Therefore, obtaining confirmation from the Party committee and government where they work is difficult, and often impossible. Most Party members, upon returning, lack the necessary confirmation documents, causing many difficulties for the Party branches directly managing them." pill.

According to data reported by the Party Member Management Department of the Provincial Party Committee's Organization Department, out of 659 Party members who went abroad for labor export, only 96 comrades officially transferred their Party membership (14.6%), 23 comrades temporarily transferred their Party membership (3.5%), and 540 comrades did not complete the transfer procedures, violating the Party's regulations (81.9%). Of these, 405 comrades (61.5%) were disciplined by having their names removed from the membership list.

Data shows that most Party members who go abroad for work accept having their names removed from the membership list, with very few completing the procedures for transferring their Party membership according to regulations. This causes Party members working far from home to suffer disadvantages in terms of political rights, affecting the leadership role and fighting capacity of grassroots Party organizations. Although there are no specific statistics, every year, thousands of Party members in the province go to work in industrial zones and large cities without transferring their Party membership to their temporary residence; the Party branches manage them based on their records and the amount of Party membership fees paid quarterly.

Mr. Tran Van Mui, Secretary of the Party Branch of Yen Dong hamlet (Hung Thinh commune, Hung Nguyen district), suggested: “In reality, Party members who go abroad for work for many years can only report to the Party branch and request extensions by phone. However, due to the Party members' employment needs, the Party branch cannot refuse, leading to inaccurate performance ratings for these members. Therefore, the Central Committee needs to have specific regulations and guidelines, creating a link between the Party organizations where Party members register and the Party organizations where they work or reside temporarily, so that both sides share responsibility in managing, reviewing, and evaluating Party members, ensuring the political rights of Party members working far from home...”

Currently, a significant number of Party members are working away from home, and this is a legitimate need. Therefore, grassroots Party committees need to seriously implement the Central Organization Department's guidelines on managing the activities of Party members working away from home, especially in areas without Party organizations. They should strengthen coordination between the Party organization where the member is registered and the Party organization and government where the member works, considering this a mandatory requirement in managing Party members working away from home. In addition, localities need to promote socio-economic development, creating conditions for people and Party members to have stable jobs without having to leave their hometowns.
