The lack of a young workforce not only affects the implementation of economic projects in the locality, but the most worrying thing is the lack of resources to recruit Party members, and the difficulty in managing Party members working far away. On average, each year, the ward carries out procedures to remove the names of 1-2 Party members who work far away and are absent from activities for many periods,” said Mr. Ngo Binh Son, Secretary of the Nghi Hai Ward Party Committee.

Currently, the entire provincial Party Committee has 16,990 party members, of which several thousand party members work far away, of which nearly 1,000 party members go to work abroad, most of whom are party members in rural areas, concentrated in the towns. Cua Lo, Yen Thanh, Dien Chau, Do Luong... Ms. Le Thi Hoai Nam - Deputy Head of the Provincial Party Committee's Organization Board said: "According to regulations, party members who work abroad for 12 months or more must transfer their party activities to the overseas party committee. The overseas party committee will carry out the procedures according to regulations so that the party committee in the host country can receive and arrange party activities. At the end of the time, the party member writes a self-criticism, with confirmation from the party committee, agency, and government where they work, and reports to the party cell. In case the party member needs to continue to go for a new period, a report is submitted to the party cell for further consideration and decision. However, this regulation is not always feasible everywhere and at all times because many party members who work far away do not have a stable job, workplace, or place to live, so it is difficult to get confirmation from the party committee and government where they go, and sometimes it is not possible. Most party members, when returning, lack the necessary confirmation papers, causing many difficulties for the party cell directly managing them. party members

According to the report data from the Party Member Management Department, the Provincial Party Committee's Organization Board, of the 659 party members who went to work abroad, only 96 comrades officially transferred to the party (14.6%), 23 comrades temporarily transferred to the party (3.5%), 540 comrades did not complete the party transfer procedures, violated the Party's regulations (81.9%), of which 405 comrades (61.5%) were disciplined by having their names removed.

According to the data, most party members who go to work abroad accept to have their names removed from the list, very few cases complete the procedures to transfer the party according to the regulations. This causes party members who work far away to suffer disadvantages in terms of political rights, affecting the leadership role and fighting strength of grassroots party organizations. There are no specific statistics, but every year, in the province, thousands of party members go to work in industrial zones and big cities without transferring the party to a temporary residence, the party cell manages based on records and the amount of party fees paid quarterly.

Mr. Tran Van Mui, Secretary of the Yen Dong Hamlet Party Cell (Hung Thinh Commune, Hung Nguyen) suggested: “In reality, party members who have been abroad for many years, reporting to the party cell and requesting an extension can only be done by phone, but because of the party members' job needs, the party cell cannot disagree, leading to the classification of task completion for party members in this category not being really accurate. Therefore, the Central Committee needs to have specific regulations and instructions, creating a connection between party organizations where party members register to participate in activities and party organizations where party members come to work or temporarily reside so that both sides have responsibility in managing, commenting, evaluating party members, ensuring political rights for party members who go to work far away...”.

In reality, the number of party members working far away is still quite large and is a legitimate need. Therefore, grassroots party committees need to strictly implement the guidance of the Central Organizing Committee on managing the activities of party members working far away; especially in places where there is no party organization; strengthen coordination between the party organization where party members work and the party organization and government where party members work, considering this a mandatory requirement in the management of party members working far away. In addition, localities need to promote socio-economic development, creating conditions for people and party members to have stable jobs without having to leave their hometowns.
