Looking more broadly, in the whole province, the sugarcane growing area of farmers is mainly small and scattered, and the application of mechanization to all stages of production is facing difficulties. To overcome this problem, in addition to the efforts of localities to create large, concentrated sugarcane specialized areas, sugar factories need to coordinate and cooperate to invest in large-scale sugarcane production facilities with small and medium-sized mechanical machines to perform stages such as plowing, harrowing, soil preparation, pesticide spraying, transportation, etc. to reduce production costs, bring higher profits to farmers to maintain and stabilize the raw sugarcane area. At the same time, review production technology and sugar quality to increase competitiveness in both quality and price. In addition, it is necessary to cooperate in research and place orders with agricultural science institutes and universities to select and cross-breed sugarcane varieties that are both high yielding and have a sugar content of over 10 CCS for production.
Sugarcane is a crop that needs a lot of water, but most of the sugarcane growing area that farmers in Nghe An province are currently growing is on dry land, land at the foot of hills, sloping land, and high land. Therefore, in years with a lot of rain, high productivity is achieved, in years with little rain, sugarcane is barren, low and very low productivity, that is inevitable. To overcome this problem, it is necessary to immediately convert sugarcane to grow in inefficient rice growing areas, rice growing areas that are not completely proactive in irrigation water, low rice productivity, combined with intensive investment to increase sugarcane productivity to 80 tons/ha or more, then both farmers and factories will make a profit, even if the sugarcane growing area decreases, sugarcane output is still guaranteed.

According to Mr. Nguyen Van Lap, in order for farmers to stick with the factory, sugar factories also need to have special agricultural promotion policies such as: investing in advance sugarcane seeds, fertilizers, buying new ones at prices 5, 7, 10% higher than the standard price for production facilities that have converted sugarcane cultivation from arid lands to rice cultivation in areas without water control, inefficient rice growing areas, which have increased sugarcane productivity to 80 tons/ha or more. In addition, to improve production efficiency, there needs to be solutions to utilize other products such as: Molasses into alcohol, wine, beer, sugarcane sludge processed into organic microbial fertilizer to serve sugarcane, both cleaning the environment, investing in intensive sugarcane cultivation, and improving the soil very well; sugarcane residue is used in the production process to produce all kinds of paper, from writing paper, packaging paper of all kinds, plywood, tables and chairs, etc.
