Solutions to effectively perform management functions and promote people's mastery
(Baonghean) -In order for the State to effectively perform its management functions, harmoniously resolve the relationship between the State and the market, and promote the people's mastery, the 11th Party Congress determined:
- Synchronously build, improve the quality and effectively organize the implementation of the legal system, institutions and socio-economic development policies, increasingly better implement social security issues, protect and assist vulnerable and affected groups in the market economy.
Ensuring macroeconomic stability and economic security.
- Develop and effectively implement strategies, plans, and development projects using resources and policies to direct socio-economic development processes and business systems into necessary fields and locations, meeting development goals and requirements.
- Effectively manage and use national assets, perform well the function of ownership of state-owned enterprises. Organize the supply of essential goods and services that the private economic sector has not been able to do or does not want to invest in or do; control monopoly and protect consumer rights. Strongly develop human resources and socio-economic infrastructure systems to meet development requirements.
- Ensure national defense and security and effectively implement the Party's foreign policy, maintain socio-political stability, and create an increasingly favorable environment for national development. The State manages and operates the economy through laws, planning, plans, and regulatory tools on the basis of respecting market rules. Strengthen supervision, especially financial market supervision, proactively regulate, reduce negative market impacts, and not leave it to the market or intervene improperly, distorting the market.
- Perfecting the content and innovating the Party's leadership methods, linking authority with responsibility in implementing the leadership function of Party committees at all levels, strengthening democracy within the Party and promoting the people's mastery are important contents of political innovation. Paying attention to expanding direct democracy in Party building and government building, overcoming the situation of lax Party leadership or making excuses, replacing the State's executive function.
- Summarize the pilot model of not organizing People's Councils of districts, wards; Party congresses at all levels directly elect Party Committee Secretaries, people directly elect heads of commune-level governments, unify the two positions of Party Committee Secretary and People's Committee Chairman; on that basis, choose a plan to improve the leadership capacity of the Party, the management and administration effectiveness of the government and democracy of the people...
- Perfect the mechanism for people to contribute opinions, provide social criticism and supervise the work of the Party and State, especially socio-economic policies, planning, plans and important projects. Regulate the information provision regime and accountability of State agencies to the people...
