Reply:Resolution 09-NQ/TW identified 9 groups of tasks and solutions in implementing Vietnam's Marine Strategy to 2020:

- Raising awareness of the position and role of the sea in the cause of national construction and protection.

- Building a strong force to firmly protect sovereignty and security at sea.

- Promote basic research and development of marine science and technology.

- Strongly and effectively implement the master plan for socio-economic development, ensuring national defense and security.

- Effective and efficient state management of sea-related issues.

- Build a complete and synchronous legal system and mechanisms and policies to encourage investment and development.

- Developing marine human resources to meet the requirements of socio-economic development in coastal and marine areas.

- Strengthen foreign affairs and international cooperation on the sea.

- Building a number of strong economic groups as the core in developing the marine economy with the participation of all economic sectors.

Implementing Resolution No. 09-NQ/TW, the Government issued Resolution No. 27/2007/NQ-CP dated May 30, 2007 on the Government's Action Program; the Prime Minister issued Decision No. 137/2007/QD-TTg dated August 21, 2007 approving the project on organizing information to serve the work of preventing and combating natural disasters at sea; Decision No. 1041/QD/TTg dated July 22, 2009 approving the project on ensuring the information network of seas and islands; Decision No. 373/QD-TTg dated March 23, 2010 approving the project on promoting propaganda on management, protection and sustainable development of Vietnam's seas and islands...

Since its promulgation, the Vietnam Marine Strategy to 2020 has made positive contributions to the orientation of protecting and developing Vietnam's marine career. However, the Vietnam Marine Strategy to 2020 still has some limitations, such as: some solutions are not specific, there is no specific roadmap, the implementation of the Vietnam Marine Strategy to 2020 has not been highly effective; propaganda and education about the sea and islands has not met the requirements of real life; the management and enforcement apparatus of marine policies and laws is not strong enough, lacks smooth coordination, and is still scattered...

As a coastal country, Vietnam has vast seas and continental shelves, containing rich and diverse natural resources. In the middle of the East Sea, there are also two archipelagos, Hoang Sa and Truong Sa, under Vietnam's sovereignty, which are currently the focus of extremely complex and sensitive territorial sovereignty disputes... Vietnam cannot do without a worthy Marine Strategy, researched and built on modern scientific bases, databases, and comprehensively assessed on the current state of marine development, advantages, strengths, and difficulties and challenges that Vietnam must face...

Having a comprehensive, worthy, correct and appropriate Marine Strategy, together with the high determination of leaders, managers at all levels, sectors and the entire population, Vietnam will reasonably and effectively exploit the potential and advantages of the country's rich and beautiful seas; overcome and overcome existing difficulties and challenges to become a strong maritime nation, realize the strategic goal of building and protecting the Fatherland, and contribute to preserving a peaceful, stable, cooperative and developing environment in the region and the world.
