Resolve business support policies within no more than 01 working day
Vietnam Social Security requests social security agencies of provinces and centrally run cities to implement policies to support employees and employers facing difficulties due to the Covid-19 pandemic.
With the utmost effort to promptly bring thesupport policyRegarding social insurance and unemployment insurance (SI, BHTN) for employees and employers, on July 26, Vietnam Social Security issued Official Dispatch No. 2218/BHXH-TST to continue directing Social Security agencies of provinces and centrally-run cities on the implementation of policies to support employees and employers facing difficulties due to the Covid-19 pandemic.
Accordingly, Vietnam Social Security requires units to assign leaders and officials to proactively contactbusiness in troubledue to the Covid-19 pandemic to urge and guide units to prepare documents to send to the Social Insurance agency to resolve policies to temporarily suspend contributions to the pension and death fund, support employers in training and improving qualifications and vocational skills to maintain employment for employees; confirm the lists according to the provisions of Decision No. 23/2021/QD-TTg dated July 7, 2021 of the Prime Minister (Decision No. 23) on a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic, including:
- List of employees participating in training;
- List of employees whose labor contracts are temporarily suspended or on unpaid leave;
- List of employees who stopped working;
- List of employees laid off due to the impact of the Covid-19 pandemic;
- List of employees requested by employers to borrow capital to pay salaries to restore production (applicable to employers that have to temporarily suspend operations);
- List of employees proposed by employers to borrow capital to pay salaries to restore production (applicable to employers operating in the fields of transportation, aviation, tourism, accommodation services and sending Vietnamese employees to work abroad under contracts).
Upon receiving a request for resolution of the unit's policies, the resolution shall be carried out within no more than 01 working day. In case the application is missing or has errors, it shall be returned immediately for the unit to supplement and complete.

Previously, to implement Resolution No. 68/NQ-CP dated July 1, 2021 of the Government (Resolution No. 68) and Decision No. 23, Vietnam Social Security has urgently and continuously issued timely and drastic instructions to the entire system, aiming to create maximum convenience in supporting employees and employers such as: On July 8, 2021 (1 day after the Government issued Decision No. 23), Vietnam Social Security issued Official Dispatch No. 1988/BHXH-TST guiding the implementation; On July 9, 2021, organized an online conference in the entire industry from the Central to district-level Social Security to thoroughly disseminate, uniformly and synchronously deploy to businesses and employees in the fastest and most effective way; On July 15, 2021, Official Dispatch No. 2062/BHXH-TST was issued and on July 21, 2021, Official Dispatch No. 2157/BHXH-TST was issued on the implementation of policies to support employees and employers...
Immediately after receiving instructions and directions from Vietnam Social Security, social security agencies at all levels coordinated with relevant sectors to advise the Provincial People's Committee to issue plans or documents for implementation, and at the same time sent documents to labor-using units on the implementation of support policies.
Recently, Vietnam Social Security has issued a document on organizing a working delegation led by Deputy General Director Pham Luong Son to visit Social Security agencies of 19 provinces and centrally-run cities to grasp the implementation of Resolution No. 68 and the implementation of health insurance policies in the area.
With drastic solutions such as: Reducing the time to process documents; simplifying procedures; diversifying forms of document submission; increasing electronic transactions, applying information technology, working overtime... the Vietnam Social Security industry has been bringing the Government's practical support policies to employees and businesses facing difficulties due to the Covid-19 pandemic in the fastest and most effective way. As a result, by July 16, 2021, the Vietnam Social Security industry had completed the policy of supporting the reduction of the contribution rate by 0% (from July 2021 to June 2022) to the occupational accident and disease insurance fund for more than 375,000 employers, equivalent to over 11.2 million employees with an estimated amount of about 4,322 billion VND./.
