Resolve complaints and denunciations right at the grassroots level, avoiding hot spots
(Baonghean.vn) - On the morning of January 8, 2014, under the chairmanship of comrade Huynh Phong Tranh, member of the Party Central Committee, Inspector General of the Government, the Government Inspectorate held an online conference to evaluate the results of inspection work, handling complaints and denunciations, preventing corruption and building the inspection sector in 2013, and deploying tasks for 2014. In 2013, the Government Inspectorate and the Inspection sector achieved many results in implementing the sector's political tasks. In particular, inspection work was focused and key, many violations were discovered and post-inspection handling achieved better results; the work of receiving people, handling petitions, resolving complaints and denunciations was focused and responsibility was enhanced, thus many backlogged, complicated and prolonged cases were resolved.
The whole industry has carried out 8,921 administrative inspections and 197,690 specialized inspections and checks; discovered violations of VND 326,552 billion and 4,520 hectares of land; recommended administrative disciplinary action against 1,586 groups and 2,675 individuals; transferred 72 cases and 75 people to the investigation agency for handling.
State agencies received 380,331 citizens coming to complain and denounce (down 2% compared to 2012), with 4,481 large groups (down 1.2%); resolved 39,013/43,932 complaints and denunciations within their assigned authority and responsibility, reaching a rate of over 88.8%. The Government Inspectorate has directed the strengthening of inspection and examination to detect corrupt acts for timely handling.
In 2013, the inspection sector discovered 45 cases and 99 subjects involved in corruption with the amount of 354 billion VND, and recommended the recovery of 354 billion VND; collected 299.6 billion VND, recommended administrative handling of 10 groups and 104 individuals, and transferred 26 cases and 39 subjects to the investigation agency.
However, the inspection efficiency is not high, the settlement of complaints and denunciations is still slow, some anti-corruption measures are still formal and the results are not high; the detection and handling of corruption are still limited; the organization and apparatus of the inspection agency are not suitable in terms of functions, tasks, organizational structure, staffing, policies and regimes...
For Nghe An, inspection work is focused on all three areas of administrative inspection, specialized inspection and inspection of the responsibility of the Head. In 2013, the authorities conducted 241 administrative inspections at 1,332 agencies and units and discovered 447 agencies and units with economic violations with the amount of 51,978 billion VND, 195 hectares of land of all kinds; proposed to handle 51,978 billion VND, of which 20,484 billion VND was collected for the budget, 4 hectares of land was recovered. 5,459 complaints, denunciations, recommendations and reflections were received and handled, down 6.7% compared to 2012. The handling after inspection has had positive changes. However, the progress of some inspections is still slow; The quality of some inspections conducted by departments, branches and localities is still low, recommendations for handling are not convincing, and must be re-inspected.
Speaking at the conference, Prime Minister Nguyen Tan Dung highly appreciated and commended the efforts and results that the inspection sector has achieved, making practical contributions to the country's overall achievements.
Entering 2014, the Prime Minister hopes that the Inspection sector will continue to promote its strengths, overcome limitations and weaknesses, and develop a scientific, focused, and key inspection plan to improve the effectiveness and efficiency of state management in all fields. Especially in hot, sensitive fields with many loopholes and easily causing public anger such as land and mineral management and use, budget revenue and expenditure, capital construction investment, payroll management, etc. At the same time, focus on resolving complaints and denunciations right at the grassroots level, avoiding complicated hot spots, prolonged complaints, and large gatherings, and implementing transparency so that people can inspect, supervise, and contribute to the fight against corruption.
On this occasion, Government Inspector General Huynh Phong Tranh was honored to receive a Certificate of Merit from the Prime Minister for his outstanding achievements in contributing to the cause of building socialism.
