Resolutely resolve the situation of wandering beggars in the province

(Baonghean.vn) - On the morning of March 19, the Provincial People's Committee met to discuss a draft plan to address the situation of homeless people in the province for the period 2015-2020.

Attending the meeting were representatives of the Provincial Police, the Provincial Fatherland Front Committee, the Departments of Labor, War Invalids and Social Affairs, Culture, Sports and Tourism, Health, Education and Training, Information and Communications, Justice, Planning and Investment, and Finance. According to incomplete statistics, there are currently 111 beggars and mentally ill people wandering in the province. In recent years, the province has transferred 142 beggars and mentally ill people wandering to other provinces; received 64 cases of Nghe An people begging in other provinces; brought 78 people back to their families and 46 people to be cared for at social protection facilities.

To fundamentally resolve the situation of vagrants, beggars, and people living in public places in the province by 2020, the draft plan sets out specific goals: to bring 95% of beggars and mentally ill people wandering in the province back to their families or to social protection facilities; to coordinate with provinces to bring vagrants back to their local residence for about 200 people.

The proposed solutions are: Focusing on and classifying subjects into 3 groups: homeless beggars, homeless mentally ill people, and homeless elderly, disabled, and orphans. The Chairman of the People's Committee of districts, cities, and towns is responsible for directing the organization of gathering homeless people in the local area, directing relevant departments and offices, People's Committees of communes, wards, and towns to closely coordinate in gathering and advising homeless people to return to their families or send them to social protection facilities; promoting propaganda to raise awareness among people and local authorities in the prevention of homeless people; strengthening the management of population and household registration; integrating the implementation of social security policies...

Concluding the meeting, the Vice Chairman of the Provincial People's Committee directed: The plan to solve the situation of vagrants needs to add the classification and drastic handling of lazy subjects, those who take advantage of begging, and those who groom beggars. In the immediate future, it is necessary to quickly solve the situation of vagrants begging at relics and festivals. In the long term, it is necessary to promote socialization and mobilize social contributions to take care of subjects with truly difficult circumstances; monitor, manage and detect students at risk of dropping out of school to promptly take measures to encourage and help; propagate and mobilize people to actively participate in implementing civilized urban lifestyles associated with solving the situation of vagrants in residential areas...
