Resolving the resettlement issue of Hua Na Hydropower Project in 2017

(Baonghean.vn) - The Vice Chairman of the Provincial People's Council requested that the People's Committee of Que Phong district and Hua Na Hydropower Joint Stock Company focus on coordinating to completely resolve existing problems, especially issues related to sustainable livelihoods for people in 2017.

The issues that the Standing Committee of the Provincial People's Council was concerned about at the explanation session were the existing problems, difficulties and solutions to completely resolve the existing problems in the resettlement area in the coming time.

According to the explanation from the leaders of Que Phong District People's Committee and Hua Na Hydropower Joint Stock Company, the biggest problem currently in the resettlement area is the lack of solutions to ensure sustainable livelihoods for the people, because the people have not been allocated land for rice production or forestry land; support for some crops and livestock is not effective; some construction investment projects are degraded.

Based on the feedback from voters and the actual survey at resettlement sites, Mr. Le Van Giap - Chairman of Que Phong District People's Committee, said: Regarding land for wet rice production, currently some locations are planned for reclaiming wet rice fields but are not feasible due to lack of water source; some locations are planned far from residential areas; some locations are stuck with local people, causing disputes.

The granting of forestry land to people is also slow, the reason is that when surveying and preparing land allocation records, specific plots are not accurate and red books have not been issued to people, leading to disputes between local people and resettled people. Some road projects, cultural houses, and domestic water systems are degraded, partly due to time, but also due to construction quality...

Mr. Thanh also committed to strictly implementing the resettlement support policy, and at the same time recommended that the local authorities should propagate and mobilize people to receive land for production in the rice fields that have been properly planned by the investor, with sufficient production conditions, to avoid the situation of people relying on land, not receiving land to receive rice support after 48 months as prescribed.

The Deputy Director of Hua Na Hydropower Joint Stock Company also committed to overcoming some existing problems related to the domestic water system, cultural house, traffic roads...

Concluding the explanation session, comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council emphasized: The goal of this explanation session is to effectively resolve the existing problems and difficulties in the resettlement area, so it is recommended that the People's Committee of Que Phong district and Hua Na Hydropower Joint Stock Company focus on coordinating to completely resolve the existing problems, especially issues related to sustainable livelihoods for people in 2017.

The Vice Chairman of the Provincial People's Council also reminded Que Phong district and the communes in the resettlement areas to direct production plans for the people, ensuring long-term livelihoods; strengthen the direction of hunger eradication and poverty reduction in resettlement areas; pay attention to improving social security, caring for lonely elderly people and orphans; focus on security, order and social evils in resettlement areas...
