The project to relocate households in areas at risk of serious landslides in Hung Loi commune (Hung Nguyen) was implemented in 2007. Initially, through a field survey, the Department of Rural Development and Hung Nguyen district, Hung Loi commune selected the location of the old army bunker (near the People's Committee of Hung Loi commune).

However, before that, in order to have a basis to submit to the Central Government for capital to implement this relocation project, the locality had taken the land planning project documents in the form of auction at the Black Bridge location (adjacent to Trung Do ward, Vinh city) to take advantage of time to implement the project early. When implementing the land subdivision at the Military Bunker, the people did not agree and requested to be transferred to Black Bridge according to the approved planning documents. But after the State approved for households to receive land at Black Bridge, some households requested to ensure an area of ​​300 m2 (land planning auction so the average land at Black Bridge is only about 200 m2/lot) leading to complaints that have lasted for many years without being resolved.

In the most recent document of the Provincial People's Committee, the Department of Rural Development has been assigned to coordinate with relevant levels and sectors to advise the Provincial People's Committee to supplement and adjust the planning of the Black Bridge area, but up to now, it has not been implemented. In fact, the land in the Black Bridge area has been allocated to households, many of whom have built solid houses, so adjusting the planning is impossible. The Department of Agricultural Development has also proposed a number of solutions, but the problem of solving the people's request of ensuring enough area according to regulations is difficult to implement.

Concluding the meeting, comrade Tran Van Mao requested the Department of Rural Development to make a written report to the Provincial People's Committee to resolve this matter; At the same time, he also drew experience in project establishment and approval of resettlement projects as well as the process of land allocation and granting of housing construction permits.
