Timely resolution of administrative boundary disputes and conflicts
(Baonghean.vn) - On the afternoon of September 11, the Provincial People's Committee held a working session with sectors and localities on the implementation of the project "Completing and modernizing administrative boundary records and maps and building a database on administrative boundaries" (Project 513).
Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee of Project 513 chaired the meeting. Also attending was Comrade Cao Thi Hien, Director of the Department of Home Affairs.

According to the summary of Project 513, up to now, in the province, there are 100/151 administrative boundary lines with conflicts and disputes between communes within the district; 27/50 administrative boundary lines with conflicts and disputes between communes outside the district have been resolved.
Districts that have done well in resolving administrative boundary lines are Ky Son (5 lines), Dien Chau (2 lines), Nghia Dan (3 lines), Quy Chau (2 lines), Que Phong (2 lines)...
The remaining localities have only recently completed negotiations on 1-2 related administrative boundary lines, and most have only completed the first round of negotiations. The second round of negotiations between the two sides is underway to agree on a solution...
At the meeting, local representatives gave reasons for the slow implementation of Project 513 in the locality, such as: there has been a change in the local leadership and a lack of attention to propaganda work so that people can understand administrative boundaries; some administrative boundaries have had long-standing conflicts, so resolving them has encountered many difficulties...

After listening to the opinions of the meeting participants, Mr. Dinh Viet Hong, Vice Chairman of the Provincial People's Committee, highly appreciated the results of Project 513 achieved in the past time. However, in the process of implementing the project, there are still some shortcomings that need to be overcome, that is, local authorities at all levels have not taken drastic action; coordination between localities is not close in resolving administrative boundary lines; means for measuring boundaries are still lacking...
Comrade Dinh Viet Hong requested that in the coming time, localities focus on resolving disputed and conflicting administrative boundaries to basically complete before December 31, 2015. The provincial Steering Committee and working group shall, based on assigned tasks, direct, inspect, and urge localities to resolve administrative boundary disputes. The Department of Home Affairs needs to coordinate with the People's Committees of districts and communes to determine the volume of administrative boundaries currently in dispute; coordinate with relevant levels and sectors to organize consultation conferences, arrange funding sources for project implementation units...
