(Baonghean.vn) - During the group discussion session of the 13th meeting of the 16th Provincial People's Council, held on the afternoon of December 10th at Group 5, delegates from Anh Son, Nam Dan, and Do Luong districts engaged in lively discussions in a frank and responsible spirit, reflecting the legitimate requests of the province's voters as well as pointing out existing shortcomings and inadequacies that all levels and sectors need to focus on resolving to meet the legitimate aspirations of the voters.

One of the issues that delegates raised and proposed during the discussion of Group 5 was the unresolved problem of surplus teachers in the districts, causing dissatisfaction among teachers and the public. Regarding this issue, Provincial People's Council delegate Nguyen Chi Nham, Chief Inspector of the province, reflected: Many districts have a surplus of teachers but continue to recruit more contract teachers, even in subjects where there is already a surplus, they continue to recruit more contract teachers. The number of surplus teachers is increasing, with some teachers having been on contract for decades. This issue has been raised and proposed at many sessions, but nothing has changed; the education sector and local authorities have not paid attention to resolving it. The province needs to find a definitive solution to this situation.

Regarding this issue, Mr. Nguyen Ngoc Nguyen, Vice Chairman of the Provincial Fatherland Front (Nam Dan district), expressed concern: the situation of having a surplus of teachers but still a shortage is causing dissatisfaction among teachers and the public, affecting the quality of education. Besides the responsibility of local authorities, the education sector has shown a lack of attention to directing the rotation and rational allocation of subject teachers between localities. The education sector needs to seriously address this situation.
Regarding this issue, Comrade Nguyen Huu Lam, Standing Committee member of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, stated: The province has decentralized teacher staffing to the districts. Compared to the allocated staffing, the entire province currently has a surplus of 4,300 teachers, of which approximately 3,500 are in the education sector. This is a very large number of surplus teachers. The Department of Internal Affairs has advised the Provincial People's Committee on a project to "Resolve the surplus of teachers," but so far only three districts—Hung Nguyen, Tan Ky, and Nam Dan—have implemented it. Of particular concern is the significant negative impact of this teacher surplus, especially the decline in the quality of education and the failure to ensure educational standards. The education sector needs to play an advisory role, and localities need to conduct surveys and develop projects to address this situation, contributing to ensuring educational quality and building public trust.

During this afternoon's group discussion, delegates raised and reflected on many issues of concern to the Provincial People's Council, such as the situation of extra tutoring, quality control of seeds, difficulties in agricultural product consumption, weaknesses in pesticide management, many stalled and delayed projects, the failure of sectors to fulfill promises to voters, slow problem-solving, difficulties in building new rural areas, some policies issued are not suitable for social realities, and some policies issued are not balanced with resources. The Provincial People's Committee needs a timeframe to address the weaknesses of various sectors and levels; the mechanisms and policies for managing drug addicts still have many shortcomings, etc.
