During the implementation of Resolution 4 of the Central Committee (term XI), the Party Committee of Quynh Ba commune (Quynh Luu) faced difficulties due to a number of backlogs affecting the ideology of cadres, party members and the trust of the masses such as: land management issues, basic construction investment, environmental sanitation, issues of power grid handover, agricultural cooperatives... leading to people having complaints to higher levels since 2005.
Faced with that reality, after reviewing criticism and self-criticism, the Quynh Ba Commune Party Committee determined that it was necessary to focus on directing decisively and thoroughly resolving outstanding and pressing issues that people were concerned about, specifically: reviewing the records, beneficiaries of the Youth Volunteers regime, Agent Orange victims according to the complaints and petitions of the Department of Labor, Invalids and Social Affairs and the District Youth Volunteers Association for consideration and resolution. Next, clarify the management of power projects and the collection of electricity bills by the Electricity Cooperative, at the same time direct the Cooperative to repair and upgrade a number of lines to ensure the people's electricity needs, prepare a proposal to the superiors to speed up the handover of the power grid; work with the Management Board of Agricultural Cooperatives to orient activities and handle the remaining amount of 46 million VND managed by the Cooperative.
Some projects that people have repeatedly requested have also been directed to be resolved, such as completing the cultural house in hamlet 3 and restoring the Nhu Ba communal house in hamlet 2. Regarding the current situation of environmental pollution that has caused pain and frustration in recent times, Quynh Ba has also directed the collection and transportation to the district's centralized landfill, established and put the garbage collection team into orderly operation every Saturday and Sunday; completed the construction of the road to Ke Ngoi Cemetery, completed step 1 of the road to Con Cui and Con Hao Cemetery, and is building a waiting house at Con Uop Cemetery; directed the pouring of concrete on the bottom of the ditch to treat wastewater in residential areas, initially implemented some routes in hamlets 1, 2, 3, 4, and upgraded the upstream ditch to the village to serve production.

Evaluating the results after more than 1 year of implementing Resolution 4 of the Central Committee, comrade Nguyen Thanh Tung - Secretary of the Party Committee of Quynh Ba commune said: Up to now, the situation of being late, absent from meetings, leaving meetings halfway through, or walking around in a chaotic manner, talking privately, and the phenomenon of civil servants playing sports before the end of working hours as reported by the people have been initially overcome.
In Quynh My, up to now, the basic outstanding issues have been resolved, bringing initial results: Amending, supplementing, and perfecting working regulations; ending the rampant exploitation of resources and minerals in the area; gradually issuing, exchanging, and supplementing land use right certificates... Winter crop production reached and exceeded the target of 138%, tax payment reached 98.7%, villages actively implemented land conversion associated with new rural construction...

Up to now, the Party Committees of Mai Hung and Quynh Lap communes have directed the handling of 2 collectives for violations in land management, namely the Party Committees of Mai Hung and Quynh Lap communes; 6 key grassroots cadres have been disciplined with warnings (Secretary and Chairman of the People's Committee of Mai Hung commune and Secretary and Chairman of the People's Committee of Quynh Lap commune have violated land management, disciplinary warning for the Deputy Secretary of the Party Committee of Quynh Tho commune for illegally building a house on aquaculture land; Vice Chairman of the People's Committee of Quynh Thang commune for not complying with the rotation of cadres).
