Resolving the problems and backlog of Khe Bo Hydropower Plant: continued stagnation and unfinished

(Baonghean.vn) – The estimated budget to support poor households to overcome poverty is over 10 billion VND, but only over 3.8 billion VND has been paid; the flood avoidance road on National Highway 7 through Thach Giam commune is still unfinished.

According to information from the People's Committee of Tuong Duong district, the work of resolving the backlog and problems of the Khe Bo hydropower project up to May 2017 has been carried out, including: paying more than 2.2 billion VND in compensation and land support for affected households in Hoa Binh town (the approved compensation plan is more than 3.74 billion VND; the investor has transferred more than 2.51 billion VND).

Paying more than 3.8 billion VND in support funds to help 172 households overcome poverty in the communes of Tam Thai, Tam Dinh, Thach Giam, and Yen Thang. Paying compensation funds for assets and structures for households in Lung and Tan Hop villages (Tam Thai commune), and Cay Me village (Thach Giam commune) with an amount of more than 1.2 billion VND.

Complete and put into use the internal road of Dinh Tien village (Tam Dinh commune), Pung village (Yen Thang commune) and complete the design documents of the domestic water line of Dinh Thang village (Tam Dinh commune).

Regarding the Khe Bo hydropower project, on April 3, 2017, the Provincial People's Committee issued Official Dispatch No. 2143/UBND/CN on resolving existing problems and difficulties related to compensation, support and resettlement of the Khe Bo hydropower project.

The Provincial People's Committee requires: Payment of allowances for households that have overcome poverty must be completed before April 10, 2017; Land compensation dossiers for households in Hoa Binh town must be completed before April 30, 2017 and payment must be completed before April 10, 2017; Land compensation difference dossiers must be completed for people in all other affected villages before April 30, 2017 and payment must be completed before April 10, 2017.

Complete the domestic water supply and internal road projects in the resettlement area of ​​Pung village before April 30, 2017; Complete the domestic water supply projects in the resettlement area of ​​Dinh Thang village before May 30, 2017.

Complete the internal road project of Dinh Tien resettlement area, Tam Dinh commune before April 30, 2017. Complete the internal road project of Dinh Huong resettlement area, Tam Dinh commune before May 30, 2016. With the National Highway 7A bypass through Thach Giam commune, complete before April 30, 2017.

According to the Council for Compensation and Site Clearance of Tuong Duong district, the council is currently continuing to develop plans for payment of funds to support the poor; payment of compensation and support for land in Hoa Binh town; and completion of measurements and issuance of land use right certificates for resettlement areas in Canh Trap, Lau, Mac, Nhan, and Dinh Tien villages.

The contents that the council has not been able to implement include: recovering land area of ​​households and individuals in Pung village to develop compensation and support plans according to regulations; developing compensation and support plans for land prices between the departure and arrival locations of Canh Trap village, Lau village, Mac village, Nhan village and Dinh Tien village resettlement areas (Khe Bo Hydropower Project Management Board has not provided complete records of land measurement by the cadastral office to determine the land area of ​​households and individuals).

According to the Compensation Council of Tuong Duong district, the total budget to support poor households is estimated at over 10 billion VND; the unpaid part is over 6 billion VND; currently, the documents have been basically completed and transferred to the investor.

However, we still have to wait for the investor to carry out the appraisal steps. When the investor transfers the funds, the Council will come up with a payment plan. Regarding the National Highway 7 flood bypass, it is still under construction at the present time.
