Attending the explanation session were Politburo member, Deputy Prime Minister Nguyen Xuan Phuc, Government Inspector General Huynh Phong Tranh, State Auditor General Nguyen Huu Van, leaders of Central Committees, Ministries, branches and agencies of the National Assembly.
Regarding the amount of money, assets and land lost due to corruption, Mr. Huynh Phong Tranh said: In 2009, the total amount of corruption discovered was over 700 billion VND, of which 350 billion VND was recovered; in 2010, 193 billion VND was discovered, 516 hectares of land, 56 billion VND, 432 hectares of land were recovered; in 2011, over 300 billion VND was recovered; in 2012, the police investigation force recovered over 410 billion VND.
Also in 2012, the Inspectorate discovered 89 cases and 107 people involved in corruption with a total of 104 billion VND in assets; recommended administrative sanctions against 2 corporations and 56 individuals, transferred 24 cases and 42 people to the investigation agency, and handled the responsibilities of 20 leaders.
One of the issues that the public is concerned about is the fact that in some cases, the inspection agency fails to detect corruption, but then the investigation agency, the press and the people report and discover corruption. In fact, the annual summary data also shows that the results of detecting and handling corruption through inspection are still limited. The main reason is that the qualifications and capacity of inspection officers are limited, they have not received in-depth training like investigation officers, the inspection process must carry out many purposes but the inspection time is limited, and corrupt acts are sophisticated, making them very difficult to detect.
To overcome this problem, the Inspector General believes that it is necessary to build a good team, strengthen supervision, publicize and make inspection activities transparent, and strengthen the authority of inspection agencies. Within the Government Inspectorate, from 2009 to now, 11 cases of violations related to corruption have been handled.
From the perspective of the auditing agency, Deputy State Auditor General Le Minh Khai said: From 2009 to 2012, the State Audit organized audits of 104 entities which are state-owned corporations and groups. As a result of the audit, the State Audit adjusted down total assets - capital sources by 8,501 billion VND, total revenue - net income by 6,804 billion VND, total expenses by 2,818 billion VND, pre-tax profit by 3,986 billion VND.
From the field of budget management, management, use of capital, assets in state-owned enterprises and solutions to overcome, Deputy Minister of Finance Pham Sy Danh said: Corrupt behavior is mainly establishing fake contracts to appropriate, inflate prices or "send prices" when buying and selling materials, assets, services for profit, transfer prices or transfer profits to other companies, companies are "backyards" for profit...
According to Mr. Pham Sy Danh, the reason for this situation is that some agencies and leaders are not resolute, the institutions and policies in some areas are still flawed, there are still many limitations in transparency in activities related to people, businesses, and financial management and state assets.
Mr. Pham Sy Danh added: The results of the inspection and examination of the Finance sector from 2009 to present have discovered and recommended financial handling of over 32,735 billion VND. Through the internal inspection work of the General Department of Taxation, 10 corruption cases were discovered, 12 people were disciplined, the investigation agency discovered 12 people, and 28 people were criminally prosecuted. Through the expenditure control work, the State Treasury system refused to pay 1,681 billion VND of budget expenditures that were not in accordance with the regime.
In the field of the Ministry of Planning and Investment, Deputy Minister Nguyen Van Hieu said: Many fields under the state management of the Ministry of Planning and Investment are prone to negativity and corruption, which are shown in a number of stages such as investment capital allocation, project investor identification, bidding, management and use of ODA capital, etc.
The proposed preventive measures include synchronously implementing solutions to prevent and combat corruption; organizing the declaration and disclosure of assets and income; developing annual plans to prevent and combat corruption; thoroughly and promptly handling accusations of corruption, etc.
Up to now, the Ministry of Planning and Investment has handled a number of specific cases such as disciplining a number of Directors of local Statistics Offices, department-level management officials, etc.
