Reduce 17 general departments and equivalent organizations in 2022

According to Chief of Office of the Ministry of Home Affairs - Vu Dang Minh, in 2022, in central ministries and branches, 17 general departments and organizations equivalent to general departments will be reduced; 8 departments under general departments and under ministries will be reduced.

On the afternoon of December 26, the Ministry of Home Affairs held a regular press conference to provide information to the press. Deputy Minister of Home Affairs Nguyen Duy Thang chaired the press conference.

At the press conference, Mr. Vu Dang Minh, Chief of Office, Spokesperson of the Ministry of Home Affairs, said that, implementing Resolutions No. 18-NQ/TW and Resolution No. 19-NQ/TW, the Ministry of Home Affairs has proactively advised the Steering Committee for Innovation in rearranging Ministries, ministerial-level agencies, and Government agencies to reorganize their apparatus in a streamlined manner, operate effectively and efficiently, reduce intermediate contacts; overcome duplication, overlap, omission or unclear functions, tasks, management areas and meet the principles and criteria for establishing organizations according to the Party's policies and regulations of law.

According to the Chief of Office of the Ministry of Home Affairs - Vu Dang Minh, in 2022, in the central ministries and branches, there will be a reduction of 17 general departments and organizations equivalent to general departments; a reduction of 8 departments under general departments and ministries; a reduction of 145 departments/divisions under general departments and ministries. At the local level, there will be a further reduction of 711 departments and organizations under specialized agencies of the People's Committees at the provincial and district levels.

Implementing Resolution No. 39-NQ/TW, the Ministry of Home Affairs has proactively advised the Prime Minister to approve the Plan to implement the Politburo's regulations on payroll management. Up to now, the total number of subjects receiving the payroll streamlining policy under Decree No. 108/2014/ND-CP in ministries, branches and localities is 79,057 people, of which 5,510 are in ministries and branches and 73,547 are in localities.

By 2022, the country will reduce 7,469 public service units (reaching 13.5%) compared to 2016. In 2022 alone, the central ministries and branches reduced 22 public service units under the organizational structure of ministries and branches; at the local level, 1,020 public service units will be reduced.

Also according to Mr. Vu Dang Minh, implementing Resolution No. 04/NQ-CP on promoting decentralization and delegation of power in State management, the Ministry of Home Affairs regularly urges ministries and branches to research, propose amendments, supplements, and promulgate new legal regulations related to decentralization and delegation of power in State management.

In particular, the job positions of cadres, civil servants, public employees and commune-level cadres and public employees have been reviewed according to the direction of the Government leaders to send to the Central Organizing Committee for synthesis and report to the Central Steering Committee on payroll management. The Ministry of Home Affairs has coordinated with ministries and branches to review and develop a list of job positions, job descriptions and competency frameworks for job positions for cadres, civil servants, public employees and commune-level cadres and public employees.

"Up to now, the Ministry of Home Affairs has coordinated with ministries managing sectors and fields to complete 13 draft circulars on civil servant job positions and 18 draft circulars on public employee job positions," Mr. Minh informed.

The Ministry of Home Affairs also said that, according to statistics as of November 30, 2022, ministries and branches have reduced and simplified more than 657 business regulations in 73 legal documents; The rate of online public services meeting level 4 conditions reached 98% (accounting for 55.7% of the total number of administrative procedures); 100% of ministries, branches and localities have completed the one-stop, one-stop system, and applied IT in receiving and handling administrative procedures.

The deployment of specialized data transmission network connection of Party and State agencies at provincial and district levels reached 100%, at commune level reached 97.45%; 19/22 Ministries, ministerial-level agencies and 62/63 provinces and cities completed the construction and updating of e-Government Architecture in accordance with e-Government Architecture Framework 2.0; 53/63 localities implemented the consolidation of Public Service Portal and Electronic One-Stop Information System./.

The Provincial People's Council assigned a reduction in the number of civil servants in 2023 compared to 2022.
