Downsizing: Let's just hope there are no exceptions!
(Baonghean.vn) - Nearly 14,000 people working in the administrative and public service sectors will be laid off from now until2021. That is the proposal ofHo Chi Minh City Department of Home Affairs.
The review criteria for streamlining will be very fair. Even those with master's or doctoral degrees or positions such as district People's Committee chairman, department director, deputy head of department, if they cannot do their job, will be streamlined.
The legal basis for this round of streamlining is Resolution 39/2015 of the Politburo on streamlining staff and restructuring the civil servant team and according to Decree 108 of the newly issued Government, clearly stipulating the subjects of streamlining (Article 6 of Decree 108).

Looking at this announcement by the leaders of the local government of the country's economic locomotives, it can be clearly seen that the subjects that need to be downsized are fair, without limits or exceptions. Even those who are assessed to have a high level of education up to the doctoral level but cannot do the job will also be downsized.

Not only that, the review of whether there is duplication of state agencies or not is not the fault of the workers. If the workers in these agencies are being laid off because of no fault of their own, then along with other administrative measures, the government must also arrange for them the necessary and reasonable conditions to change their profession and means of livelihood, not just a decision paper.
On the other hand, it is necessary to seriously implement the proposed criteria system, do not let the situation of "the stick is bigger than the drum", the subject is the professional staff is streamlined, the leader is obviously in position. According to experts, to effectively streamline the payroll, it is necessary to quickly build a new system of evaluation methods for civil servants. Scientific methods should be applied such as evaluation according to the output management system or it is also possible to supplement the "periodic civil servant examination" system - a system that is far different from the current annual review. In addition, it is necessary to pilot the replacement of the payroll system with the "flexible contract" system. Do not let the separation of "the team that depends on you" to increase salaries push ordinary workers into a desperate circle.
