Director of the Department of Home Affairs: Do not let redundant staff lose their jobs without clear reasons after the reorganization

This morning, at the extraordinary session, the Provincial People's Council reviewed, discussed and voted to approve the Resolution on the policy of rearranging commune-level administrative units in Nghe An province, period 2019 - 2021.
Reduced from 480 to 460commune, ward, town
The province currently has 480 communes, wards and towns (431 communes, 32 wards and 17 towns). According to the provisions of Resolution No. 1211/2016/UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee on standards of administrative units and classification of administrative units, Nghe An has 50 commune-level units meeting 100% of both standards on natural area and population size; 413 units with natural area and population reaching from 50% to less than 100%; 17 units (14 communes and 3 towns) in the two criteria on natural area and population size have not reached 50% and are subject to arrangement and merger in the period of 2019 - 2021.
However, due to the unique characteristics of Muong Xen town, Ky Son district, border and ethnic areas, it is not yet subject to arrangement in this first phase.

To ensure the scientific arrangement of administrative units, both ensuring streamlining and improving the effectiveness and efficiency of the organizational apparatus, the Provincial People's Committee has developed a plan to arrange commune-level administrative units by merging communes and towns that must be arranged, merging with 1-2 adjacent communes or merging a number of blocks, hamlets, and villages in a number of adjacent communes into communes and towns that must be merged to ensure an increase in natural area and population.
Accordingly, the total number of communes and towns that were reorganized in 2019 in the province was 39 units. After the reorganization, there were 19 communes and towns left (16 new units, 3 units with changes in natural area, population size and administrative boundaries); a decrease of 20 units. And the total number of administrative units after the reorganization in Nghe An decreased from 480 to 460 communes, wards and towns.
Ensure maximum possible benefits for redundant staff
At the meeting, based on the plan to arrange commune-level administrative units submitted by the People's Committee, the provincial People's Council delegates basically agreed with the policy and plan to arrange and merge commune-level administrative units in the province.
However, the issue that many delegates of the Provincial People's Council are concerned about is the consolidation and arrangement of the apparatus of the Party Committee, government, Fatherland Front, grassroots political organizations as well as the plan to arrange cadres, civil servants and the regime and policies for redundant cadres after the arrangement.

Responding to issues of concern to the Provincial People's Council delegates, Director of the Department of Home Affairs Le Dinh Ly said that currently, the Provincial People's Committee is assigning the Department of Home Affairs to preside over the development of plans and draft resolutions on regimes and policies for cadres, civil servants, and part-time workers at the commune and hamlet levels to submit to the Provincial People's Council in the coming time.

The Director of the Department of Home Affairs also presented a plan for arranging surplus cadres after the rearrangement. In addition to the number of cadres who retire before the age, the remaining cadres and civil servants will be arranged and approached with new jobs suitable to their capacity and strengths at the commune level or transferred to higher levels; committed that after the rearrangement, commune-level units will arrange and assign cadres, not allowing anyone to lose their job due to the rearrangement for unclear or unjust reasons; at the same time, ensuring the maximum possible benefits for surplus cadres.

The plan to arrange commune-level administrative units was approved by the Provincial People's Council:
Que Phong DistrictAdjust the area and population of some villages of Tien Phong and Muong Noc communes to expand Kim Son town; at the same time, merge the remaining area and population of Muong Noc commune into Que Son commune to establish a new commune, named Muong Noc commune. After the arrangement, Que Phong district reduced 1 administrative unit, from 14 to 13 communes and towns.
Xiangyang DistrictAdjust the natural area and population of some villages in Thach Giam commune into Hoa Binh town and change the name to Thach Giam town; the remaining natural area and population of Thach Giam commune will be merged into Xa Luong and Tam Thai communes. Thus, after the arrangement, Tuong Duong district will reduce 1 administrative unit, from 18 to 17 communes and towns.
Thanh Chuong DistrictMerge the entire natural area and population of the three communes of Thanh Tuong, Thanh Van and Thanh Hung to form a new commune, named Dai Dong. Thus, after the arrangement, Thanh Chuong reduced 2 communes, from 40 to 38 communes and towns.
Dien Chau DistrictMerge the entire natural area and population of the three communes of Dien Minh, Dien Binh and Dien Thang to form a new commune, named Minh Chau. After the arrangement and merger, Dien Chau district reduced 2 communes, from 39 to 37 communes and towns.
Nghi Loc DistrictMerge the entire natural area and population of Nghi Hop commune with Nghi Khanh commune to form a new commune, named Khanh Hop. After the reorganization, Nghi Loc district reduced 1 commune, from 30 to 29 communes and towns.
Nam Dan Districtproceed to merge the entire natural area and population of the three communes of Nam Phuc, Nam Trung, and Nam Cuong to establish a new commune named Trung Phuc Cuong.
Merge the entire natural area and population of Nam Loc and Nam Tan communes, along with a part of the area and population of Nam Thuong commune to form a new commune, named Thuong Tan Loc. Merge the remaining area of Nam Thuong commune with Van Dien commune and Nam Dan town to expand Nam Dan town. After the reorganization, Nam Dan district reduced 5 communes, from 24 to 19 communes and towns. administrative units.
Thai Hoa TownMerge the entire natural area and population of Nghia Hoa commune with Long Son ward to establish a new ward, named Long Son ward. After the arrangement, Thai Hoa town reduced 1 commune, from 10 to 9 wards and communes.
Nghia Dan DistrictMerge the entire natural area and population of 3 communes Nghia Tan, Nghia Thang and Nghia Lien to establish a new commune, named Nghia Thanh commune. After the reorganization, Nghia Dan district reduced 2 communes, from 25 to 23 communes and towns.
Hung Nguyen DistrictMerge the entire natural area and population of Hung Xa commune with Hung Long commune to establish a new commune, named Long Xa commune. Merge the entire natural area and population of Hung Lam commune with Hung Xuan commune to establish a new commune, named Xuan Lam commune.
Merge the entire natural area and population of Hung Phu commune with Hung Khanh commune to establish a new commune, named Hung Thanh commune. Merge the entire natural area and population of Hung Nhan commune with Hung Chau commune to establish a new commune, named Chau Nhan commune.
Merge the entire natural area and population of Hung Tien commune with Hung Thang commune to establish a new commune, named Hung Nghia commune. After the arrangement, Hung Nguyen district reduced 5 communes, from 23 to 18 communes and towns.
This Resolution takes effect from September 25, 2019. The Provincial People's Council assigns the Provincial People's Committee, based on this Resolution and current legal provisions, to complete the project dossier on the arrangement of commune-level administrative units and submit it to competent authorities for consideration and decision.
