Director of Nghe An Department of Home Affairs: Will advise provincial leaders to issue a new set of criteria to evaluate cadres and civil servants

Director of Nghe An Department of Home Affairs Nguyen Viet Hung said that the department will advise provincial leaders to issue a new set of criteria based on the set of criteria for evaluating cadres, civil servants and public employees of the Ministry of Home Affairs.

During the question and answer session at the 31st Session of the Nghe An Provincial People's Council on implementing mechanisms and policies to improve the investment and business environment, remove difficulties for enterprises; overcome limitations and improve the Provincial Competitiveness Index (PCI), delegate Nguyen Hong Son (Delegate Group No. 17) raised questions, requesting the Director of the Department of Home Affairs to more clearly assess the criteria for assessing the dynamism and pioneering nature of the government (in 2024, it will decrease by 0.58 points, down 5 ranks); existing limitations, causes; solutions in the coming time to improve the ranking sustainably in the context of a two-level government arrangement.

Responding to questions from provincial People's Council delegates, Director of the Department of Home Affairs Nguyen Viet Hung admitted that the Government Dynamics Assessment Index in the Provincial PCI Index in 2024 decreased by 5 levels, from 35/63 to 40/63 provinces and cities nationwide.

Explaining the reason for the "downgrade", the Director of the Department of Internal Affairs said that, first of all, it is due to the limited awareness, qualifications and capacity of officials and civil servants in some places and at some times. At the same time, the dynamism in management and operation of some agencies and units is not good in some places and at some times.

Besides, information to enterprises about mechanisms, policies to support enterprises, and policies of the province for enterprises is not yet thorough, leading to limited access of enterprises to policies of the province.

Discussing solutions to improve the local government's dynamism index, Director of the Department of Home Affairs Nguyen Viet Hung said: First of all, the province will focus on promoting administrative reform and raising awareness, capacity, qualifications, dynamism and creativity of the staff and civil servants. This is a prerequisite for Nghe An to do better in administrative reform.

"In the near future, the Department of Home Affairs will advise the provincial leaders to issue a new set of evaluation criteria based on the set of criteria for evaluating cadres, civil servants and public employees of the Ministry of Home Affairs. Accordingly, the new set of evaluation criteria will clearly state the components, methods and solutions to further enhance transparency and publicity as well as plans to focus on administrative reform in the province," informed the Director of the Department of Home Affairs.

At the same time, the province will further strengthen the inspection of discipline and administrative discipline; effectively implement the Law on Two-level Local Government and other laws to detect shortcomings and limitations; weaknesses in management and administration; and detect violations by organizations and individuals of cadres, civil servants and public employees, creating trust among people and businesses in all levels of government.

On the other hand, strengthening the assignment and decentralization, further enhancing the responsibility of leaders; enhancing dialogue and information to people and businesses - these are solutions that need to be strengthened so that the province's policies and solutions on attracting investment reach people and businesses.

From there, people and businesses will feel that Nghe An province has a good investment and business environment; provincial leaders and officials and civil servants in the province are very interested in developing businesses and attracting investment in the area.

Along with that, Nghe An province will focus on digital transformation, especially in the context of implementing the 2-level local government model; if digital transformation is done well, people and businesses will come to the government faster and solve problems faster.

The Director of Nghe An Department of Home Affairs said that to improve this index, it is necessary to promote the role of business organizations - a bridge between the government and businesses, and those interested in attracting investment in the province.
