Director of Department of Construction appointed his son against regulations

This is the conclusion of the inspection of the Department of Internal Affairs of Hai Phong City. In addition to reviewing responsibilities, Hai Phong will also revoke this illegal appointment decision.

The inspection conclusion of the Department of Home Affairs of Hai Phong City under the direction of the City People's Committee affirmed that the appointment of Mr. Do Trong Thanh (son of Mr. Do Trong Dat, Director of the Department of Construction) from a specialist of the Department of Finance to hold the position of Deputy Head of the Department of Construction Management of the Department of Construction of Hai Phong City was not in accordance with regulations.

On June 3, Mr. Nguyen Kim Pha, Chief of Office of Hai Phong City People's Committee, said that the City People's Committee has just issued a document requesting the Department of Construction to seriously review and reconsider the decision of Mr. Do Trong Dat to appoint his son, Mr. Do Trong Thanh, from the position of specialist of the Department of Finance to the position of deputy head of the Department of Construction Management, Hai Phong Department of Construction, which is not in accordance with regulations.

Previously, on November 12, 2015, Mr. Dat signed a decision to accept and appoint his son, Mr. Do Trong Thanh, who was then a specialist at the Department of Finance, to hold the position of Deputy Head of the Department of Construction Management.

This decision was immediately met with anger and disagreement from many civil servants in the Department of Construction because Mr. Do Trong Thanh did not meet the standards and conditions for appointment because he did not have the intermediate level of political theory as prescribed.

On April 1, 2016, the City People's Committee directed the Department of Home Affairs to conduct an inspection of the appointment of positions in the Department of Construction.

In the conclusion of the Department of Home Affairs on April 29, it was stated that Mr. Do Trong Thanh's appointment was against the procedure because this appointment was only approved by the Standing Committee and the Department's leaders, while according to regulations, the opinion of the Party Committee of the Department of Construction must be approved.

Besides, asking for opinions from the department leaders and the Standing Committee of the Party Committee of the Department of Construction in the same written opinion form is also not in accordance with regulations.

However, after pointing out the violations in the appointment of the Director of the Department of Construction, the Department of Home Affairs of Hai Phong City still did not propose to revoke this appointment decision.

Instead, Mr. Do Trong Thanh was sent to study to obtain an intermediate certificate in political theory to meet the appointed position.

It is known that the Hai Phong City Party Committee and People's Committee have also directed that in addition to reviewing responsibilities, the city's functional agencies will also soon revoke this illegal appointment decision of the Director of the Department of Construction.
