Each provincial, district and medical center hospital must have at least two mobile emergency teams. The mobile emergency teams must be clearly assigned tasks and ready to receive dispatch orders at any time.

Medical facilities must ensure adequate human resources, drugs, chemicals, medical equipment, emergency vehicles, and be ready to support when required; information and communication must be connected 24/7, without interruption of operations and direction; and proactively support each other.
