Director of HIV/AIDS Prevention Center used tear gas gun to threaten patient
On September 29, the Investigation Police Agency of Vinh Yen City Police, Vinh Phuc Province, said that they are continuing to consolidate the case file to handle Mr. Le Quang Son (born in 1961), Director of the HIV/AIDS Prevention Center of Vinh Phuc Province, for using a tear gas gun (as a support tool) and having rude gestures and words, provoking others.
According to the investigation agency's documents, recently, a clip titled: "Director of the Center for HIV/AIDS Prevention of Vinh Phuc province used a gun to shoot patients" posted on social media, recorded the image of a man holding a black gun that looked like a military gun in his hand, constantly threatening to shoot addicts who were using Methanol.
Through verification, it is known that the above incident occurred at the HIV/AIDS Prevention Center and the man holding the gun in the clip was identified as Mr. Le Quang Son.

Accordingly, at around 8:00 a.m. on September 23, Mr. Le Quang Son stood at the gate of the Center, holding a tear gas gun in his right hand. When he saw a patient (a drug addict) coming to take Methanol entering through the gate, Mr. Son said: "If you are rude, I will shoot you dead. Yesterday, when I came back from a meeting, if you were rude, I will shoot you."
At that time, a group of patients went through the gate to the pharmacy room on the first floor of the Center, including: Nguyen Van Chien (32 years old), Nguyen Van Thao (34 years old), Pham Van The (57 years old), all residing in Tam Duong district (Vinh Phuc); Vu Tien Loi (37 years old), residing in Lien Bao ward (Vinh Yen). Then, Mr. Son went from the gate to the pharmacy room, in the room there were pharmacists dispensing medicine, Nguyen Van Hoat (34 years old), residing in Tho Tang, Vinh Tuong district and Nguyen Van Quy (34 years old); in front of the room there was security guard Vu Van Tam (61 years old), residing in Vinh Yen city.
Mr. Son continued to speak to the people who were taking medicine in the room: "Do you want to go to the camp? You don't know what to do, you think you can scare your father. Are you good? If you're not good, you'll go to the camp...." Then, while speaking, Mr. Son pulled out a gun from the holster on his right side, waved it back and forth in front of the group of patients above and continued to repeat the "threatening" sentences...
At this time, a patient told Mr. Son to put the gun away for fear of it going off, while another patient said that Mr. Son was guilty of pointing the gun at someone else, and that if he did anything that made him point the gun and shoot him to death… he would go to jail… But Mr. Son did not listen and cursed. During that process, Mr. Nguyen Van Chien used his phone to record the incident. After a while, Mr. Son brought the gun back to his room to put it away. Mr. Nguyen Van Chien brought the video clip outside the gate for some other people to see. After that, the video was posted on social media.
On September 26, the Department of Administrative Police for Social Order (PC64), Vinh Phuc Provincial Police temporarily seized the tear gas gun and plastic gun of Mr. Le Quang Son and handed them over to the Investigation Police Department of Vinh Yen City Police. After receiving the case file, Vinh Yen City Police worked with Mr. Le Quang Son, who handed over a leather bag and 5 tear gas bullets.
The Vinh Yen City Police Department determined that the gun Mr. Son used to threaten the patient who came to the center to take Methanol was a tear gas gun, not a military weapon, and the plastic gun was a toy gun.
Also according to Vinh Yen City Police, the origin of the tear gas gun is as follows: On May 25, 2007, the Vinh Phuc Province HIV/AIDS Prevention Center purchased from Ho Guom Tourism and Investment Import-Export Company a gun branded RG70, serial number 0760200, for more than 4 million VND. The buyer was Mr. Hoang Van Son, former Head of the Organization Department of the above Center.
On May 30, 2007, PC64 Department issued a license to use support tools for the HIV/AIDS Prevention Center for the tear gas gun. On August 11, 2013, the Center was granted a new license to use the gun and Mr. Le Quang Son has been using this gun ever since. Regarding the plastic gun, Mr. Son stated that he bought the gun in Ninh Binh for his nephew (he does not remember the exact time and place of purchase) and left it at the office.
