PV: Dear Professor, Dr. Thai Van Thanh, at the Conference on implementing tasks for the 2025-2026 school year, you clearly suggested solutions to implement educational tasks in the context of implementing a two-level local government. On the part of the Department of Education and Training, in its role, what specific plans will there be to coordinate with localities and schools to implement?
Prof. Dr. Thai Van Thanh:In response to the change in the two-level local government model, the Department of Education and Training has proactively adjusted the educational governance model. That is, the Department will directly instruct school principals from kindergarten to high school and issue written notices to communes and wards if there is any related content, without any intermediary steps. In addition, due to the large area of Nghe An province and complex terrain, the Department will be divided into 5 educational clusters, in which Department staff will be concurrently in charge of direct responsibility.
Specifically, the clusters will be divided into old districts such as Ky Son, Tuong Duong, Con Cuong, Do Luong, Thanh Chuong Tan Ky, old Highway 48, Hoang Mai, Quynh Luu, Dien Chau, Yen Thanh and the remaining cluster will be in Vinh including Nam Dan, Hung Nguyen, Nghi Loc... These 5 educational clusters will directly support local authorities or when there are incidents such as school security, school violence... they will advise the locality on how to handle them and report directly to the Department.
The clusters are considered as the extended arms of the Department, the cluster offices are located in continuing education centers so there will be no additional costs in terms of facilities, staff arrangement, etc.


The Department has also requested specialized departments to build a core force of principals, representing each region (5-10 schools in each region). The selected schools will lead the movements, be the locomotives for educational innovation policies and support the leadership of the remaining schools in the region.
In addition, according to the current decentralization, the Chairman of the People's Committee of the commune or ward has the right to mobilize teachers, principals, and vice principals to support for a period of no more than 3 months during times such as organizing exams and excellent student exams. We have also assigned each specialized department to summarize the basic tasks of the school year from work content, document processes, and procedures. "Hand-holding and guiding" will facilitate the government in the process of implementing tasks.
PV:At the end of August, the Provincial People's Committee issued a document assigning responsibility to the Department for transferring, seconding teachers and recruiting teachers for the 2025-2026 school year. To ensure fairness, objectivity and solve the problem of teacher shortage, how will the Department direct to complete in November 2025?
Prof. Dr. Thai Van Thanh:On August 26, the Provincial People's Committee issued a decision to assign the Department of Education and Training to transfer and recruit teachers for the 2025-2026 school year. Before the opening ceremony, to facilitate the preparation for the new school year, the Department's viewpoint is to return teachers to the schools as before the district merger as in the 2024-2025 school year.
Through the recent process of understanding, the Department has found that the arrangement and organization of the teaching staff at the grassroots level has shortcomings and disruptions, leading to schools having excess teachers and schools lacking teachers. In addition, there are many teachers who have worked in difficult areas for many years and wish to return home, many teachers have been on long-term contracts but have not been recruited into the payroll...
After the opening ceremony, in September, the Department will ask schools to review the teaching staff to re-regulate them throughout the province. Priority will be given to teachers who have worked for many years in disadvantaged areas (transferred according to their wishes). Those who have not been seconded will be transferred according to regulations. However, during the implementation process, the Department requires principals to strictly and objectively implement the criteria and the Department will monitor.

Immediately after completing the mobilization and secondment of teachers, the Department will propose that the Provincial People's Committee reassign the correct staff to schools, avoiding the situation where schools have excess staff and then send teachers on secondment... Regarding the recruitment of teachers in the coming time, the recruitment will be based on job positions, with priority given to disadvantaged areas and limited to favorable areas. Before recruiting, we will review and prioritize recruiting teachers over staff, administration, and medical staff. In addition, we will consider cases with long-term contracts, then consider the circumstances and other specific factors. We are striving to complete the recruitment in October.

PV: In the 2025-2026 school year, the Education sector has set out 3 goals and 7 tasks and solutions. One of the issues of concern is to continue maintaining the quality of education. So how will the sector direct to achieve the set goals?
Prof. Dr. Thai Van Thanh:We have just ended a school year with many outstanding achievements and therefore, in the coming school year, the industry needs to continue to promote the results that have been achieved.
At the same time, the sector will advise the Provincial People's Committee to have specific policies to focus on investing in facilities, teaching equipment, teaching staff and students. At the same time, review and rearrange small and scattered schools, ensure that the quality of education must be consistent from preschool to high school to create a solid foundation from the "base", pay special attention and prioritize education in mountainous areas to maintain the quality of mountainous areas.
This school year, the sector will maintain the current models, especially the quality assurance model. At the same time, continue to encourage the teaching staff to continue to make improvements in teaching, learning, and assessment to promote students' talents and strengths, aiming for comprehensive education. From there, create an environment, stimulate learning motivation, make students love going to school, love learning, and inspire learners.
In the new context, the education sector will also reshape Nghe An's educational philosophy. On that basis, schools will rebuild strategies to implement 5 important Resolutions of the Politburo, namely Resolution No. 57, Resolution No. 59, Resolution No. 68, Resolution No. 69 and most recently Resolution No. 71.

PV: Dear Professor, Dr. Thai Van Thanh, on the eve of the new school year 2025 - 2026, General Secretary To Lam signed and issued Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development. So how do you assess the importance of Resolution No. 71 for the cause of fundamental and comprehensive innovation in education and training?
Prof. Dr. Thai Van Thanh:I can confirm that the birth of Resolution No. 71 has created joy and excitement for teachers across the country. In the Resolution, there are many strong, superior and outstanding policies with breakthrough characteristics.
That is investing large resources to form a scientific, synchronous, modern national education system that meets international standards and conditions to ensure the quality of education is enhanced, from investing in schools, teaching facilities and equipment, and investing in research facilities.
The Resolution also pays special attention to the policy of the teaching staff. We believe that this is the "golden age" of education when the teaching staff is cared for in terms of salary, allowances, seniority, and priority is given to attracting talented teachers from disadvantaged areas.
For learners, the Resolution focuses on improving the quality of education resources, paying attention to the educational environment, especially in remote, isolated and disadvantaged areas, expanding inter-level boarding schools, and moving towards providing free textbooks to students. This not only contributes to the rapid realization of the goal of equity in access to education, demonstrating the humanism of the regime. This is also a premise to improve people's knowledge, discover and nurture students' talents, and improve high-quality human resources. This also affirms the concern of General Secretary To Lam, the Party and the State for the young generation, for the future of the country. This is a premise to bring the Vietnamese people to stand shoulder to shoulder with the world powers as Uncle Ho always wished.
With these excellent policies, I also believe that the education sector needs to uphold its responsibility to the Party, the State, and the People. When the teaching staff has an environment, a space, and an opportunity to be creative, to be developed, recognized, and honored, teachers must also promote autonomy, creativity, dedication, and devotion to the cause of educating people.
