Director of Nghe An Department of Education and Training: Need to spread the good cultural values of Vietnam and Nghe An
At the question and answer session at the 25th Session of the 18th Provincial People's Council, term 2021 - 2026, the issue that the Provincial People's Council delegates were interested in questioning and expressing concern about the development and import of foreign and inappropriate culture in music, fashion, dress, behavior...; it is necessary to pay attention to solutions to orientate the preservation and promotion of good cultural values of the nation in general and the cultural identity of Nghe An in particular.

Delegates question cultural education among students
Raising a question, delegate Luc Thi Lien (Con Cuong district) said: Currently, the strong development and introduction of modern culture and AI technology has been causing a large number of people and communities to follow new trends, especially the young generation. What is worrying is the appearance of foreign, excessive and inappropriate cultural elements in music, fashion, dress, behavior, etc.
From the above practices, do relevant levels and sectors have solutions to orientate the preservation and promotion of good cultural values of the nation in general and the cultural identity of Nghe An in particular?

Also concerned about the negative impacts of foreign culture, the internet, and social networks, which are destroying traditional moral values, weakening family ties, increasing generational conflicts and family breakdown; delegate Phan Thi Minh Ly (Yen Thanh district) questioned what solutions the sectors have to overcome these problems, in order to strengthen the family "cell" and its role in the current period?

Questioning at the meeting, delegate Mong Van Tinh (Que Phong district) affirmed: In recent times, the province has paid great attention to many policies to support the construction of grassroots cultural life in ethnic minority areas; including the restoration, preservation, and promotion of traditional cultural values, training and fostering of cultural cadres; supporting cultural facilities and equipment for ethnic minority and mountainous areas to enhance the level of cultural enjoyment for ethnic minorities associated with the development of community tourism, in which priority is given to ethnic minorities with very few people...
Delegates asked the sectors to clarify the results and solutions to continue implementing the above contents in the coming time.

Need to "internationalize" the good cultural values of Vietnam and Nghe An
In response to questions raised by delegates of the Provincial People's Council, the chairman of the questioning session, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, requested Director of the Department of Education and Training Thai Van Thanh and Director of the Department of Culture and Sports Tran Thi My Hanh to answer the questions.
Director of the Department of Education and Training Thai Van Thanh affirmed: Culture is the spiritual foundation of society; it is both the goal and the driving force for the development of the homeland and the country. The development of Nghe An culture is also in the flow of national cultural development. Therefore, if we want to do well in culture, we must do well in Vietnamese culture, that is, modernizing Vietnamese culture and modernizing Nghe An culture...
Currently, the Education and Training sector of Nghe An is also promoting the application of AI technology, both preserving the cultural identity of Nghe An as well as the ethnic minority and mountainous areas, and modernizing Vietnamese cultural values. This is the implementation of "digital culture"; however, the current "digital culture" of Vietnam and Nghe An is still weak.

On the other hand, it is necessary to “internationalize” the good cultural values of Vietnam and the homeland in the international arena. Nghe An has been recognized by UNESCO as an intangible cultural heritage representing humanity. Vinh City is one of the first two cities in the country to be recognized by UNESCO as a global learning city. Cultural modernization must promote the application of digital technology in the current digital age.
Another issue that needs attention is to bring the good cultural values of Vietnam and the people of Nghe An to the international arena. In recent times, the Department of Education and Training has also closely coordinated with the Department of Culture and Sports to implement local education programs from grades 1 to 12 at levels that gradually increase with the level and cultural absorption of students. The content focuses on educating potential, economy, history, geography; especially the precious revolutionary traditional values, the good cultural traditions of the people, and the culture of Nghe An through coordination with the Nghe An Museum and historical and cultural relics to help students experience and absorb cultural values.

The Department of Education and Training has also advised the Provincial People's Committee to develop a project for sustainable development of education in the mountainous areas of Nghe An; the Provincial People's Council has passed a resolution to support funding for 83 boarding and semi-boarding schools in the mountainous areas. In these schools, the Department of Education and Training has and will continue to introduce modern values, while organizing clubs and programs to maintain, promote and spread the cultural identities of ethnic minorities and mountainous areas; including the program "Preserving the purity of ethnic languages".
On the other hand, in addition to the national and international “Reading Culture Ambassador” contest, there is the “Reading Culture Ambassador for Ethnic Minority and Mountainous Areas” contest that has been jointly implemented by the Department of Education and Training and the Department of Culture and Sports next year. Accordingly, all unique musical instruments of ethnic minorities will be included in the school programs that have been funded by the Provincial People's Council for operation.

The Director of the Department of Education and Training emphasized: To promote the good cultural values of the nation, not only the communication factor, but also the important thing is to have the capacity to preserve and promote it through activities and behaviors, through communication, behavior, through creating an environment to maintain, develop and promote. Regarding responsibility, the Education and Training sector continues to have a plan to coordinate with other sectors and localities to focus and strengthen in the coming time.
In addition to the question and answer session of the Director of the Department of Education and Training; delegate Tran Thi My Hanh - Director of the Department of Culture and Sports also answered with many solutions that have been implemented by the Department of Culture - Sports in the past and will continue to be strengthened and promoted in the coming time related to consolidating and promoting the role and good values of Vietnamese families, associated with building a set of family cultural standards for propaganda and implementation.
Building and promoting human values through proverbs and folk songs
Answering the question of delegate Tran Dinh Toan (Do Luong district) about solutions to enhance education for high school students to access and understand more deeply the proverbs and folk songs of Nghe An; Director of the Department of Education and Training Thai Van Thanh said: Over four thousand years of history, Vietnamese culture is the intersection of the "waves" of Northern and Western culture; however, the most traditional and profound Vietnamese culture is still feudal culture, Buddhist culture and with intelligence, courage, creativity, in the process of development, it has summarized, preserved and left short, profound, easy-to-understand, easy-to-remember, easy-to-implement proverbs and folk songs to educate future generations.
If everyone learns and follows the folk songs and proverbs correctly, and fulfills their duties, positions, and roles well, society will be very good. In proverbs and folk songs, there are topics, such as groups of education about human morality, dealing with others, respecting and supporting others, building solidarity in the national community; groups of issues about striving to rise up to be creative...

Delegate Thai Van Thanh also said that in recent times, the sector has integrated into local education programs, in literature, history, locality and subject experience through the establishment of "folklore" clubs, poetry clubs, music clubs, fine arts clubs, etc.; writing competitions, poetry competitions, etc., also creating an environment and conditions for students to access and absorb the treasure trove of national proverbs and folk songs.
On the other hand, through the teachers' communication on the podium and in the programs and activities, proverbs, folk songs and practical activities are also applied to illustrate to students, contributing to absorbing the good cultural values of the nation in students.
“When students absorb the good cultural values of the nation and participate in international cultural exchange activities, they will contribute to promoting the spread of good cultural values of the Vietnamese nation to the world. At the same time, when students absorb the good cultural values of the nation, they will selectively absorb the cultural quintessence of humanity; what is a “cool breeze”, what is a “toxic breeze”, students will “reject”, toxic and hybrid culture will be pushed back, only maintaining and promoting the good cultural values of the nation and the quintessence of the world”, the Director of the Department of Education and Training emphasized.
