Voters highly appreciated the answers on the health sector in the question-and-answer session, 25th Session, 18th Provincial People's Council; at the same time, they also contributed ideas to improve the effectiveness of implementing the hospital autonomy mechanism, the quality of medical examination and treatment services, and the prevention and control of child malnutrition.

Questioning sessionThe meeting was very lively and responsible. The Director of the Department of Health answered frankly and specifically the issues of concern to voters. Through the question and answer session, we can clearly see that implementing the autonomy mechanism is a major and very correct policy of the Party. However, currently, the implementation of hospital autonomy is not complete and comprehensive, and has not really freed hospitals. Hospitals implementing autonomy are still bound by State regulations on finance, recruitment, and must ask for permission and wait for approval to do anything... These are the things that have prevented public hospitals from competing with non-public hospitals in attracting human resources and patients - customers.

To achieve more substantial autonomy, the State needs to have clear guidelines and directions; increase ownership for hospitals, such as setting prices for medical examination and treatment services; proactively build policies to attract talent... The State plays a role in monitoring and correcting violations.

The health sector has its own characteristics, in addition to providing services, it is also responsible for implementing social security. Therefore, in units implementing autonomy in groups 2 and 3, the State also needs to invest in facilities. We see that many facilities in hospitals have long been degraded and have not been invested in for new construction.

Regarding the shortage of drugs and medical supplies, we believe that: Drugs and medical supplies have never been in short supply. Perhaps we do not have enough money to buy and use expensive drugs and medical supplies. If we buy at low prices, contractors will not make a profit and they will not participate in the bidding. We, the voters, all understand and sympathize that ensuring the safety of the health insurance fund is for the future of all people.

It is necessary to expand the types of medical examination and treatment services on demand; people should implement co-payment more strongly. And to do this, each medical staff must also be a propagandist, mobilizing people to understand the problem, sympathize and participate.

To improve the nutritional status of children, we believe that State investment resources are essential, but we cannot rely on them. Each locality needs to include the reduction of malnutrition in the annual socio-economic development criteria. Local leaders need to be responsible for implementing this criterion. Health workers play a very important role in advising and implementing. However, this work is not just the work of the health sector, but all levels, sectors, communities, and each family must participate. We need to further promote propaganda work, raise awareness and knowledge for people about disease prevention, health care, nutrition care... Only with correct awareness can we have correct and appropriate actions.

In the coming time, we hope that the health sector will continue to have good solutions to improve the quality of medical examination and treatment; improve the spirit and service attitude of medical staff, and reduce the overload situation in hospitals, especially provincial hospitals. All levels and sectors will continue to pay attention to investing in building infrastructure, providing modern equipment for medical facilities, especially in rural and remote areas, to meet the needs of medical examination and treatment of the people.

All levels and sectors need to have good policies to attract, reward and train high-quality medical staff, while supporting doctors and nurses in disadvantaged areas.

The health sector needs to further strengthen disease prevention measures, raise public awareness, ensure resources for disease prevention and control, and quickly contain and suppress epidemics when they occur... We, the voters, also hope that the health sector will direct medical facilities to publicize and be transparent about revenues and expenditures, drug prices, and medical services to create trust among the people.

The health sector also needs to have more solutions to prevent and stop the harmful effects of e-cigarettes to protect people's health, especially young people, the future owners of the country. And not only the health sector, all levels, sectors, organizations, the whole society including families and schools, need to actively participate in preventing and fighting e-cigarettes.

Through the reality and the answers, we have seen that there are still many difficulties in ensuring the quality of medical services, ensuring the rights of medical examination and treatment for health insurance patients, especially in remote areas. We, the voters, are worried that the solutions proposed are not strong enough to solve the root of the problem.

Investing in people's health is investing in the future. In our opinion, to improve the quality of health services in mountainous, remote and isolated areas inNghe AnIt is necessary to pay attention to three issues: Investing in human resource development, technology and facilities... Regarding human resources, there needs to be a strong enough mechanism to attract doctors to work here long-term. Regarding technology, the health sector needs to strengthen connections and training cooperation between upper-level hospitals and lower-level medical facilities; further promote digital transformation in medical examination and treatment to facilitate online consultation and remote medical examination and treatment. Regarding facilities, the State needs to focus on building facilities and purchasing more modern equipment for medical examination and treatment.

Recently, we have noticed that all levels and sectors have paid attention and focused on investing in medical equipment at the grassroots level, but the professional level of the grassroots medical team is not corresponding.

We recommend that the health sector needs to step up upgrading and standardizing the professional qualifications of medical staff at the grassroots and district levels to ensure good initial medical examination and treatment of simple diseases for people.
