Poverty reduction, improving living standards for people in the Western and coastal regions

(Baonghean.vn) - On the morning of October 16, the Provincial People's Committee held a conference to deploy the project "reducing poverty and improving living standards for people in the Western and coastal regions of Nghe An by 2020". Attending the conference were comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Comrades: Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Nguyen Bang Toan - Member of the Provincial Party Committee, Director of the Department of Labor - Invalids and Social Affairs chaired the conference.

Poverty reduction and improvement of living standards for people in the Western and coastal areas of Nghe An are key tasks in the province's socio-economic development strategy for the period 2014-2020. The goal is to create a shift, rapidly increase income, improve living conditions and quality of life for people to gradually equal the average living standards of the whole province, ensure political stability, strengthen national defense and security, repel social evils, and build new rural areas.

The project will focus on creating conditions and opportunities for people in the western and coastal regions to fully access social services in terms of infrastructure, culture, education, health care, social security and conditions for production development, increasing income, overcoming poverty, and striving to become well-off and sustainably rich.

Comrade Le Xuan Dai chaired the discussion of solutions to implement the project.

In the 2014-2015 period, we strive to increase people's income by 1.65 times compared to 2013, including doubling the income of poor households; reducing the average annual poverty rate by 3%-5%; reducing the poverty rate in the West and coastal areas from the current 21.01% to below 15% by the end of 2015; increasing the rate of trained workers in the West from 32% to 45%, and in the coastal areas from 44.5% to 55%, both regions annually creating jobs for 16,000-16,500 workers.

In the period of 2016-2020, strive to double people's income compared to 2015, including increasing the income of poor households by 2.5 times; reduce the poverty rate in both regions from 15% at the end of 2015 to 5% at the end of 2020; the rate of trained workers in the Western region reaches 55%, and in coastal areas reaches 65%.

To achieve the set goals, the Provincial People's Committee issued 9 basic solutions, which are: promoting propaganda work, raising awareness at all levels, sectors and people; organizing well the work of investigating and reviewing poor households annually and classifying poor households into each household group to have appropriate support solutions; applying science and technology to production and economic development associated with exploiting the potential and strengths of each locality and region; attracting large-scale enterprises to invest in the West and coastal areas; implementing well policies for people with meritorious services, poverty reduction support programs, social security; perfecting the infrastructure system serving production and people's lives; vocational training associated with job creation and labor export; promoting the role of the Fatherland Front and organizations in achieving the goals; focusing on mobilizing all resources to implement the project.

Speaking at the conference, comrade Nguyen Xuan Duong emphasized: This is an important project to implement Resolution 26 of the Politburo, striving to make Nghe An province a well-off province in the country. The content of poverty reduction work is related to many localities in the province, therefore, it is recommended that districts and towns in the Western and coastal regions, relevant agencies and departments thoroughly grasp the important objectives of the project to have targets and solutions to successfully implement the set objectives. After the conference, localities will reorganize the district's poverty reduction steering committee, the Department of Labor, Invalids and Social Affairs will develop specific plans suitable for their districts according to Decision 4642/QD-UBND dated September 19, 2014 of the Provincial People's Committee on approving the project to reduce poverty and improve living standards for people in the Western and coastal regions of Nghe An by 2020...
