Thematic supervision - highlight of activities of the Provincial People's Council

Thematic supervision of the People's Council is carried out at 3 levels: Supervision of the People's Council, of the Standing Committee of the People's Council and the People's Council committees. This is considered the highest supervision activity of the People's Council, because the supervision results are reported at the People's Council session to issue resolutions, creating weight for the People's Committee at the same level to direct implementation. Therefore, during the 2016 - 2021 term, the Provincial People's Council has paid special attention to this activity, becoming an important highlight of the Provincial People's Council during the term.

According to comrade Nguyen Xuan Son - Chairman of the Provincial People's Council, the highlight is shown first of all in the fact that the Provincial People's Council is concerned about choosing the content of supervision focusing on difficult, weak, and inadequate issues that many levels, sectors, voters, and people are interested in and want the province to intervene to resolve and solve. Including, the management and implementation of a number of urban land projects; the work of collecting the state budget; the implementation of the National Target Program on sustainable poverty reduction; compliance with the law on environmental protection, occupational safety and hygiene, and the regime and policies for employees of organizations, units, and enterprises; the implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for socio-economic development in the province; the work of organizing the apparatus and payroll, labor contracts in state administrative agencies, and public service units.

Form,monitoring methodwas innovated; both monitoring through reports and directly monitoring the subjects responsible for implementing policies and policy beneficiaries. The composition of the monitoring delegation was expanded, inviting the Provincial People's Council Delegation in the selected area to participate, especially experts in the field of monitoring, including using the results of sociological surveys. Therefore, the monitoring results were evaluated comprehensively and deeply, serving as the basis for making recommendations that are focused, "right people, right work", clarifying the responsibilities of all levels and sectors.

After the resolution on the results of supervision was issued by the Provincial People's Council, the Standing Committee of the Provincial People's Council clearly assigned the Committees and the Office of the Provincial People's Council to monitor and urge all levels and sectors to implement, ensuring changes after supervision. For issues that have not had much movement after supervision, the Standing Committee of the Provincial People's Council continued to "follow up", conduct re-supervision at the session through inclusion in the content of group discussions, discussions in the hall and questioning. And at the 15th session of the 17th Provincial People's Council held in mid-December 2020, the Provincial People's Council questioned the implementation of supervision conclusions and recommendations and announced the conclusion of questioning from the beginning of the term until now.

From the quality of the callsthematic supervisionThe implementation of the Provincial People's Council has increasingly increased the weight of the Provincial People's Council. In particular, the areas of state management that the Provincial People's Council supervises have been rectified and amended in a positive direction. Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, said that in the management and implementation of urban land projects, the Provincial People's Committee has tightened the appraisal and approval work; at the same time, it has strengthened the inspection, review, rectification and recovery of a number of slow-progressing projects. Specifically, through the inspection of 110 urban and residential area projects, the Provincial People's Committee has recovered 15 slow-progressing projects. In addition, the Provincial People's Committee has conducted a comprehensive inspection of 72 high-rise apartment projects and requested investors to overcome shortcomings and inadequacies. Currently, 72/72 apartment buildings have been completed and approved for acceptance in terms of fire prevention and fighting; 8 apartment buildings built in violation of planning have all been inspected for quality and have concluded that the construction ensures safety; 94.4% of apartment buildings have completed remediation and confirmed completion of environmental protection works and environmental pollution reduction to serve the operation and use phase...

Regarding the supervision of environmental protection work, in addition to reviewing and decentralizing more clearly to levels and sectors, the Provincial People's Committee also focuses on directing departments, sectors and localities to resolutely overcome establishments causing serious environmental pollution. In 2020 alone, the Provincial People's Committee directed the Department of Natural Resources and Environment to inspect as a basis for certifying the completion of thorough treatment of environmental pollution for 5 establishments, and to issue certificates to 2 establishments. Up to this point, 58/77 establishments have completed thorough treatment of pollution. The Provincial People's Committee also strengthens the direction of specialized and unscheduled inspections and examinations through people's feedback via petitions, hotlines, voters' recommendations, and press reports; associated with urging strict implementation of inspection and examination conclusions. In the field of tax, the Provincial People's Committee has directed the Department of Finance and the Tax, Customs and local authorities to implement many solutions to manage revenue collection, prevent revenue loss, prevent transfer pricing, and strictly manage tax refunds, handle and recover outstanding debts. Thanks to that, tax collection results in recent years have achieved a fairly high growth rate.

Through monitoring the implementation of a number of socio-economic development mechanisms and policies issued by the Provincial People's Council during the 2016-2021 term, the Provincial People's Council, Provincial People's Committee and relevant sectors have reviewed the current situation, on that basis, drawing experience in building subsequent policies and mechanisms to better meet resource needs, while paying attention to the inspection and evaluation of the implementation of the resolution in order to promptly remove obstacles in the process of implementing the resolution - Deputy Chief of Office of the Provincial People's Council Nguyen Thi Anh Hoa affirmed.

It can be said that the quality of activities in general and thematic supervision activities in particular of the Provincial People's Council depends on many factors, in which the human factor plays a decisive role. Therefore, 2021 is the year of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2025 term. In order to ensure the improvement of the quality of provincial People's Council deputies in the new term, the Provincial People's Council Party Delegation recommends that the Provincial Party Committee Standing Committee pay attention to leading, directing, and orienting the selection of election personnel who have both knowledge and operational skills, while ensuring a reasonable structure, focusing on increasing full-time deputies so that the Provincial People's Council can operate more professionally, effectively, and efficiently, meeting the general development requirements of the province in the new period./.
