Thematic supervision - a highlight of the Provincial People's Council's activities.

Thematic supervision by the Provincial People's Council is carried out at three levels: supervision by the Provincial People's Council, supervision by the Standing Committee of the Provincial People's Council, and supervision by the committees of the Provincial People's Council. This is considered the highest level of supervision by the Provincial People's Council, as the results of the supervision are reported at the Provincial People's Council session to issue resolutions, giving weight to the Provincial People's Committee to direct and implement them. Therefore, during the 2016-2021 term, the Provincial People's Council paid special attention to this activity, making it a key highlight of the Provincial People's Council's work during that term.

According to Comrade Nguyen Xuan Son, Chairman of the Provincial People's Council, the highlight is primarily the Provincial People's Council's careful selection of oversight topics focusing on difficult, problematic, and inadequate issues that are of concern to many levels, sectors, voters, and the public, and which they hope the province will address and resolve. These include the management and implementation of several urban land projects; state budget revenue collection; the implementation of the National Target Program for Sustainable Poverty Reduction; compliance with laws on environmental protection, occupational safety and health, and policies for workers by organizations, units, and businesses; the implementation of several resolutions of the Provincial People's Council on mechanisms and policies for socio-economic development in the province; and the organization of the administrative apparatus, staffing, and labor contracts in state administrative agencies and public service units.

Form,monitoring methodsThe monitoring process has been reformed; it combines monitoring through reports with direct monitoring of those responsible for implementing policies and those benefiting from them. The composition of the monitoring team has been expanded, inviting the Provincial People's Council delegation in the selected monitoring area to participate, especially experts in the field of monitoring, including the use of sociological survey results. Therefore, the monitoring results are comprehensively and thoroughly assessed, providing a basis for making targeted recommendations, addressing the right issues, and clarifying the responsibilities of all levels and sectors.

Following the issuance of the resolution on the monitoring results by the Provincial People's Council, the Standing Committee of the Provincial People's Council clearly assigned the Committees and the Office of the Provincial People's Council to monitor and urge all levels and sectors to implement the monitoring, ensuring positive changes after the monitoring. For issues that did not see much progress after the monitoring, the Standing Committee of the Provincial People's Council continued to "follow up," conducting re-monitoring at the session through group discussions, plenary discussions, and questioning. At the 15th session of the 17th Provincial People's Council, held in mid-December 2020, the Provincial People's Council conducted questioning on the implementation of monitoring conclusions and recommendations, and the announcement of the conclusions from the questioning from the beginning of the term to the present.

From the quality of the meetingsthematic supervisionThe work carried out over the past period has increasingly strengthened the role of the Provincial People's Council. In particular, the areas of state management that the Provincial People's Council supervises have been rectified and amended in a positive direction. Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, said that in the management and implementation of urban land projects, the Provincial People's Committee has tightened the appraisal and approval process; at the same time, it has strengthened inspection, review, rectification, and revocation of some projects that are behind schedule. Specifically, through the inspection of 110 urban area and housing projects, the Provincial People's Committee has revoked 15 projects that are behind schedule. In addition, the Provincial People's Committee conducted comprehensive inspections of 72 high-rise apartment projects and required investors to rectify existing shortcomings and inadequacies. Currently, all 72 apartment buildings have been completed and approved for fire safety; 8 apartment buildings that violated planning regulations have all undergone quality inspections and received conclusions that the buildings are safe. 94.4% of apartment buildings have implemented remedial measures and received confirmation of completion for environmental protection and pollution reduction projects to serve the operational and usage phase…

Regarding environmental protection monitoring, in addition to reviewing and clearly decentralizing responsibilities to different levels and sectors, the Provincial People's Committee also focused on directing departments, agencies, and localities to resolutely address seriously polluting facilities. In 2020 alone, the Provincial People's Committee directed the Department of Natural Resources and Environment to inspect and certify the completion of environmental pollution remediation for 5 facilities, and issued certificates to 2 facilities. To date, 58 out of 77 facilities have completed the remediation of pollution. The Provincial People's Committee also strengthened the direction of specialized and unscheduled inspections based on public feedback through letters, hotlines, voter suggestions, and media reports; and closely monitored the strict implementation of inspection conclusions. In the field of taxation, the Provincial People's Committee has directed the Department of Finance and the Tax, Customs, and local authorities to implement various solutions for revenue management, combating tax evasion and transfer pricing, while also strictly managing tax refunds, handling and recovering outstanding debts. As a result, tax revenue in recent years has achieved a fairly high growth rate.

Through monitoring the implementation of several socio-economic development mechanisms and policies issued by the Provincial People's Council during the 2016-2021 term, the Provincial People's Council, the Provincial People's Committee, and relevant departments have been able to reassess the current situation. Based on this, they have learned from experience in developing subsequent mechanisms and policies to better meet resource needs, while also paying attention to the inspection and evaluation of resolution implementation to promptly address any obstacles in the resolution implementation process," affirmed Nguyen Thi Anh Hoa, Deputy Chief of the Provincial People's Council Office.

It can be said that the overall quality of the Provincial People's Council's activities, and its thematic oversight activities in particular, depends on many factors, among which the human factor plays a decisive role. Therefore, with 2021 being the year of the election of deputies to the 15th National Assembly and deputies to the People's Councils at all levels for the 2021-2025 term, to ensure the improvement of the quality of the Provincial People's Council deputies in the new term, the Party Caucus of the Provincial People's Council proposes that the Standing Committee of the Provincial Party Committee pay attention to leading, directing, and guiding the selection of election personnel who possess both knowledge and operational skills, while ensuring a reasonable structure, with a focus on increasing the number of full-time deputies so that the Provincial People's Council operates more professionally, effectively, and efficiently, meeting the overall development requirements of the province in the new period.
