Supervision of health insurance examination and treatment at non-public hospitals

(Baonghean.vn) -On the afternoon of September 16, under the chairmanship of comrade Nguyen Xuan Son - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, the monitoring delegation of the Social and Cultural Committee - Provincial People's Council had a working session with the Department of Health and the Provincial Social Insurance on health examination and treatment under health insurance at non-public hospitals.

Currently, the province has 9 private hospitals, one of the localities with the largest number of non-public medical facilities after Hanoi and Ho Chi Minh City. Basically, private hospitals have invested in relatively modern and synchronous infrastructure, meeting the conditions to serve patients. As of July 1, 2013, non-public hospitals signed health insurance contracts with the Social Insurance agency with more than 117,800 health insurance cards. According to the joint report of the Department of Health and Social Insurance, all non-public hospitals have organized and implemented the medical examination and treatment process in accordance with the professional regulations issued by the Ministry of Health, implemented the health insurance policy well, the quality of medical services is increasingly diverse, and medical examination and treatment is increasingly improved. Therefore, non-public hospitals are increasingly attracting patients, with an average bed occupancy rate of 104.9%.

At the meeting, representatives of the health sector and social insurance pointed out the shortcomings and inadequacies in the health insurance examination and treatment work at non-public hospitals. Typical examples are the lack of human resources, especially specialists; the consultation regulations have not been strictly implemented; there are still cases of serious illness but not being transferred to higher levels, affecting the health and lives of patients. The abuse of antibiotics and the implementation of advanced techniques and paraclinical indications are still common. There are many complaints from patients about the quality of health insurance examination and treatment services.

Concluding the meeting, Comrade Nguyen Xuan Son acknowledged the role of non-public medical facilities as well as the coordination between the health sector and the Social Insurance in creating conditions and supervising the activities of non-public medical facilities. At the same time, he also requested the health sector and the Social Insurance to coordinate better in supervising the quality of medical care, detecting and promptly taking measures to correct violations in the activities of non-public hospitals, ensuring the rights of patients participating in Social Insurance.
