Supervise the work of receiving people and handling complaints at the Provincial People's Committee

(Baonghean.vn) - On the morning of June 3, the Standing Committee of the Provincial People's Council supervised the situation and results of receiving citizens and handling complaints and denunciations at the Provincial People's Committee. Chairing the meeting was Comrade Nguyen Xuan Son - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council. Working with the delegation was Comrade Thai Van Hang, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

Comrade Le Van Giap, Deputy Chief Inspector of the province, reported on the work of receiving people and handling complaints and denunciations.

In 2012 and 2013, in addition to issuing full leadership and direction documents and making many efforts in propagating and implementing the Law on Complaints and the Law on Denunciations after they came into effect, administrative agencies in our province received 11,054 citizens, of which 5,595 were in 2012 and 5,459 were in 2013, decreasing gradually each year. Along with implementing the Project on Innovation in Citizen Reception according to the Prime Minister's Decision, the province has focused on receiving and processing petitions.

Specifically, out of a total of 12,840 petitions in 2 years, 811 cases were under their jurisdiction. Through classification, administrative agencies have handled and resolved 500/514 complaints, reaching a rate of 97.3%; resolved 288/297 denunciations, reaching a rate of 97%. Through resolution, economic violations of 4,187 billion VND were discovered, of which 3,003 billion VND were handled; violations of nearly 28,000 m²land; recommend administrative handling and request competent authorities to sign administrative laws against 8 collectives and 73 individuals with violations, return rights to 34 people, and transfer 8 cases with 11 subjects to the investigation agency

In addition to the usual complaints and denunciations, although the number of mass complaints in the area has decreased, there are still a number of prolonged mass complaints in the area, specifically 4 complicated cases related to the religious security situation, 5 mass complaints and 21 complicated prolonged cases that have been and are being inspected and reviewed by the authorities.

Overview of the supervision session

At the monitoring session, the Standing Committee of the Provincial People's Council and representatives of a number of departments and branches spoke to assess the situation of complaints and denunciations, stating the advantages, limitations and causes; at the same time, recommending to the National Assembly Delegation and the Provincial People's Council a number of solutions to improve the quality of handling complaints and denunciations and limit prolonged complaints and denunciations.

Speaking at the working session, Mr. Thai Van Hang, Vice Chairman of the Provincial People's Committee, highly appreciated the efforts of the functional agencies in resolving and responding to citizens' right to complaints and denunciations, contributing to creating changes in the work of receiving citizens and resolving complaints and denunciations in the province. Sharing the difficulties and complexities in resolving complaints and denunciations, the Vice Chairman of the province also frankly admitted that the propaganda work of the Law on Complaints and Denunciations is still limited, the work of receiving citizens has not really received attention and focus from the heads of agencies and units; the supervision and urging after the Notice of receiving citizens is not yet appropriate and close to reality; dialogue at the grassroots level is still limited and not convincing, the political system has not really taken part. Based on the opinions of the monitoring delegation, he proposed 10 solutions to focus on handling and improving the quality of receiving citizens and handling complaints and denunciations...

Concluding the supervision session, Comrade Nguyen Xuan Son, Vice Chairman of the Provincial People's Council, sincerely accepted the open comments of the representative of the Provincial People's Committee. Acknowledging the positive points and progress in the work of receiving citizens and handling complaints and denunciations of the provincial administrative agencies in the past 2 years, he also pointed out some limitations. Therefore, in the coming time, the province needs to recommend the Government Inspectorate to amend a number of regulations related to receiving citizens and handling complaints and denunciations; perfecting the apparatus and facilities for the citizen reception department from July 1, 2014; strengthening the role and responsibility of the head in handling petitions and letters; reviewing to thoroughly handle prolonged cases according to statistics and synthesis; announcing the termination of cases that have been resolved in accordance with the law; strictly handling those who abuse their rights to make false complaints and denunciations; encouraging people to file administrative lawsuits at the Administrative Court.../.
