(Baonghean.vn) - On the morning of October 16, within the framework of continuing the program of monitoring the recruitment and use of cadres, civil servants and public employees who are ethnic minorities in the province, the monitoring delegation worked at the Medical Center and General Hospital of Tuong Duong district.

Tuong Duong District Medical Center manages 292 medical staff, including: 37 at the medical center, 100 at the commune health stations, and 155 at the villages. Of the 292 medical staff, 156 are ethnic minorities. From 2010-2012, 5 new staff were recruited through examination, including 3 ethnic minorities. The examination process was in accordance with the regulations under the guidance of the inter-ministerial Department of Internal Affairs and Health. In the use of staff, the Medical Center has established working regulations, emulation and reward regulations, coordination regulations between the health department - health center - general hospital and implemented the national criteria for communes meeting health standards. However, the quality of village and hamlet health workers is still inadequate, especially the regime for village and hamlet health workers. Out of 155 village and hamlet health workers, only 60 receive state salaries, the rest receive subsidies, which affects the spirit and attitude of serving people's health; there is 1 employee at the commune health station who violated discipline regarding drug abuse. At the District General Hospital, there are 139 staff, including 89 ethnic minorities, the number of new recruits in 2014 is 50 (including 22 ethnic minorities), the number of contract workers at the hospital is 10.
The monitoring delegation acknowledged the results of the recruitment and use of civil servants of the two units. The Health Center promptly detected and organized well the containment of the outbreak of localized rash fever in Pieng Cooc village, Mai Son commune that had just occurred. At the same time, it hoped that the Health Center should develop a plan for training, fostering, recruiting and using civil servants based on regular job positions, increasing the number of doctors in hospitals and commune health stations to provide primary health care for people in remote areas, avoiding epidemics; creating conditions to support highly qualified doctors to retain doctors in the area, and requesting the province to add more staff for commune health stations and policies for village health workers. The Department of Home Affairs and the Department of Health need to have a coordination regulation between the health sector and districts to recruit doctors and medical staff to work in mountainous districts, avoiding the situation of recruiting cadres, civil servants and public employees to work in the district health sector without the district participating; increase the payment level for hospital beds for mountainous districts; need to have a policy to attract good doctors to the district.

The recruitment of ethnic minority teachers in the district still faces difficulties, especially the low quality of input, especially in remote areas, which is much lower than in areas near the center, so the recruitment of ethnic minorities faces many difficulties.
