Supervising the recruitment and use of civil servants and public employees in Vinh City
(Baonghean.vn) - On the afternoon of October 7, the Provincial People's Council's Legal Committee chaired by Mr. Nguyen Huu Lam - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee, Head of the Provincial People's Council's Legal Committee, had a meeting with the Vinh City People's Committee on the recruitment and use of civil servants and public employees. Also participating in the meeting were representatives of the Provincial Party Committee's Organization Committee; the Provincial Fatherland Front Committee and the Department of Home Affairs.
Vinh City People's Committee is assigned to manage 26 administrative agencies (the city People's Committee and the People's Committees of 25 wards and communes); 14 public service units and 78 schools. The total number of cadres, civil servants and public employees is 3,340 people, including 484 civil servants; 2,607 public employees; 249 commune-level cadres. In recent years, recruitment work has been based on the needs of job positions and the city's task requirements to develop a recruitment plan to submit to the provincial People's Committee and the Department of Home Affairs for approval. As a result, from 2012 to present, the city has recruited 801 civil servants and public employees, of which the city People's Committee recruited 19 people; public service units recruited 7 people and the education and training sector recruited 707 people.
100% of newly recruited cadres, civil servants and public employees working at the City People's Committee and wards and communes have university degrees or higher (excluding the positions of Military Commander and Commune Police Chief). The city has also paid attention to implementing policies to attract high-quality human resources, prioritizing the recruitment of university and postgraduate graduates from prestigious domestic universities and excellent graduates, and excellent teachers at the provincial level, with a total of 18 people in the past 3 years. The work of arranging, assigning, appointing, rotating and using cadres, civil servants and public employees has been carried out in accordance with the correct procedures based on the capacity and strengths of the cadres; attention has been paid to considering and appointing young cadres who meet the standards and have the capacity, while attracting competent cadres from other places to leadership positions.

Concluding the meeting, comrade Nguyen Huu Lam noted that the city needs to pay attention to overcoming the unreasonable structure of teachers in each subject, ensuring the improvement of comprehensive and uniform quality of education in all subjects. Research and arrange the structure of civil servants at the commune level; focus on recruiting the right job structure, the right needs in agencies and labor contracts in accordance with regulations. The delegation will receive the recommendations and proposals of the city to reflect to the Provincial People's Council for consideration in the coming time.
