Supervising the settlement of petitions, complaints and denunciations in Nghi Loc district

(Baonghean.vn) - On the morning of May 9, the Standing Committee of the Provincial People's Council led by Mr. Tran Van Mao had a meeting with the People's Committee of Nghi Loc district on the work of receiving people and handling complaints and denunciations of citizens in the district.

The work of receiving people and handling complaints and denunciations from citizens is identified by the People's Committee of Nghi Loc district as one of the key tasks of the district-level government, the basis for focusing on leadership, direction, and drastic supervision with many positive solutions, in which is associated with the close supervision of the People's Council and the Fatherland Front Committee at the same level. Special attention is paid to measures to minimize the occurrence of complaints and denunciations by a large number of people at higher levels, and backlogged, complicated, and prolonged cases. Attention should be paid to checking public ethics in handling complaints and denunciations; for groups and individuals who are assigned to handle complaints and denunciations but are slow to resolve them or have not resolved all their contents, timely urging, reminding, and criticizing them to avoid causing frustration for citizens, leading to complaints and denunciations at higher levels.

Strengthening direct dialogue with citizens to resolve all issues within authority... In 2012 and 2013, the district received 325 petitions with a total of 241 cases resolved (56 at district level; 185 at commune level). By the end of 2013, the district had resolved 237/241 cases, reaching a rate of 98.3%. Nghi Loc district citizens came to the Office of the National Assembly Delegation and the Provincial People's Council to complain less than in some other localities in the province.

However, in Nghi Loc, there are a number of cases that, although resolved within the authority, continue to be sent and re-sent many times to many agencies and intentionally send petitions to many levels and many sectors, leading to decisions to resolve complaints and petitions that have not been implemented and complaints and petitions that are pending. The situation of avoiding and shirking responsibility in resolving complaints and petitions still occurs at the grassroots and sectoral levels.

In conclusion, Mr. Tran Van Mao suggested that the district should continue to strengthen leadership and direction in the work of receiving citizens and complaints effectively and in depth; improve the capacity and responsibility of the staff participating in the work of receiving citizens, resolving complaints and complaints of citizens as well as guiding citizens to file lawsuits in court when they disagree with the settlement results of competent authorities. Pay attention to reviewing a number of specific cases to handle them within their authority; strengthen propaganda and dialogue to avoid the situation of continuing to denounce and receive complaints of citizens. Suggest that the district proactively develop a plan to implement the Law on Receiving Citizens which will take effect from July 1, 2014...
