Monitoring the handling of complaints and denunciations at the Provincial People's Court.
(Baonghean.vn) - On the morning of May 14th, the Standing Committee of the Provincial People's Council held a working session with the Provincial People's Court regarding the work of receiving citizens and resolving complaints and denunciations at the Provincial People's Court.
According to a report from the Provincial People's Court, since March 2013, the Court has established a citizen reception department at its office to listen to citizens' requests, including those related to guidance on procedures for filing lawsuits and appealing legally effective judgments and decisions of district-level courts. The process of receiving and handling citizen complaints and denunciations has also been carried out in accordance with legal procedures and regulations. In the two years from 2012 to 2013, the Provincial People's Court received 348 petitions, including 306 complaints, 30 denunciations, and 12 suggestions and feedback.
As a result, the Court processed 43 cases within its jurisdiction, achieving 100%; transferred 239 cases to other agencies for resolution; and returned 47 cases... Also during the two years of 2012-2013, the Provincial People's Court facilitated citizens' exercise of their right to file administrative lawsuits in 85 cases, of which 12 lawsuits were accepted in full by the Court; and 7 lawsuits were partially accepted.

The Provincial People's Council's supervisory delegation requested the Provincial People's Court to clarify the reasons for the number of rejected and suspended cases. Accordingly, the reasons given were not due to the Court's negligence, but rather because the cases submitted to the Court did not meet the conditions for litigation, or because some cases had already been processed by the district level in accordance with the law, yet the litigants continued to file lawsuits with the Supreme People's Court. The Provincial People's Court also mentioned several cases that were repeatedly overturned due to inconsistent understanding of the application of the law by different levels of government in resolving cases based on court decisions, resulting in land-related decisions remaining unimplemented for 6-7 years.

In conclusion, on behalf of the supervisory delegation, Mr. Tran Van Mao suggested that the Provincial People's Court should continue to focus on raising awareness among state agencies and citizens about their rights, obligations, and responsibilities in handling cases brought before the Court. He also recommended strengthening regular coordination with all levels and sectors in resolving cases related to complaints and denunciations, as well as cases filed by citizens. Furthermore, he emphasized the need to enhance dialogue and explanation with citizens in resolving cases, ensuring compliance with legal regulations. Finally, he urged the Court to continue reviewing complex and protracted cases within its jurisdiction to ensure their complete resolution.
