Monitoring the results of public reception and complaint settlement work in Quynh Luu

(Baonghean) - Implementing the supervision plan of the Provincial People's Council, on the morning of April 8, in Quynh Luu, the supervision delegation of the Provincial People's Council led by comrade Tran Van Mao, Standing Member of the Provincial People's Council, supervised the results of the work of receiving people and handling complaints and denunciations in Quynh Luu district.

In 2012 and 2013, in addition to leading, directing, issuing documents guiding the implementation and disseminating legal regulations on receiving citizens and resolving complaints, Quynh Luu district received nearly 600 citizens (2012: 294, 2013: 302) in 460 cases, including 6 large petition groups (2012: 2 cases, 2013: 4 cases). Through classification and handling, in 2012 the district received 59 petitions (cases), a decrease of 140 compared to 2011, and resolved 59/59 petitions; in 2013, resolved 50/50 petitions. In the field of handling complaints and denunciations under its authority: in 2012, 19/20 complaints and 8/9 denunciations were handled; in 2013, 15/16 complaints and 5/5 denunciations were handled.

Through the settlement of petitions, in 2012, benefits were returned to 4 people with 21,497 m2 Land, proposal to recover to the budget 6.82 million VND, 1,749 m2Land, transferred to the investigation agency of District 1 Police the case of corruption in compensation money and construction of cultural house in hamlet 1, Mai Hung commune; in 2013, returned to citizens 31.7 m2residential land, discovered violations and recommended to recover 137.93 million VND from 4 citizens due to receiving more than the compensation amount for site clearance, recommended to review 2 individuals who made mistakes in compiling compensation documents, recommended to recover 199.9 million VND, transferred the case to the investigation agency to handle the embezzlement of 121 million VND from the state for irrigation fee compensation in 2009-2011 at Hung Thang Agricultural Cooperative, Hoang Mai town. The results of first-time settlement of complaints and denunciations were 18/20 cases, reaching 90%; second-time settlement accounted for 10%. Currently, the district has completed the decisions to resolve complaints and denunciations.

In addition to the above specific results, the coordination with relevant agencies in reviewing and resolving complaints and denunciations; arranging headquarters, locations, and composition of people's reception to ensure compliance with regulations; the work of statistics, inspection, and supervision of the settlement of petitions and letters has made many efforts when the district has established 6 inspection teams to inspect the responsibilities of the Chairmen of the People's Committees of 33 communes in complying with the law on complaints and denunciations.

At the end of the monitoring session, comrade Tran Van Mao acknowledged the efforts of Quynh Luu district in receiving people and resolving complaints and denunciations in the past two years. Based on the reception and understanding of the situation, a number of complicated and prominent cases in the area, the monitoring delegation will work with relevant departments and branches to have measures to explain and respond to citizens. The recommendations and proposals of the district through the practical implementation of the Law on Complaints and the Law on Denunciations, if within the authority, will be submitted to the Provincial People's Council for consideration and approval. The delegation will receive, synthesize and submit to competent authorities for consideration and amendment of the contents related to the provisions of the Law at an appropriate time./.
