(Baonghean.vn) - Implementing the plan to monitor the implementation of the Resolutions of the Provincial People's Council on the collection of fees, on the afternoon of March 19, the Economic - Social Committee of the Provincial People's Council led by Mr. Tran Quoc Chung - Deputy Head of the Economic - Budget Committee, conducted a monitoring of the collection of road use fees at the Nghe An Motor Vehicle Inspection Center.

Since 2013, Nghe An Motor Vehicle Inspection Center has been performing the additional task of collecting road usage fees per vehicle under the direction of the Vietnam Register. The total amount of fees collected in 2013 and 2014 was over 245 billion VND. The collection process is applied by fee calculation software, fee collection software, and at the same time, attention is paid to inspection and supervision, so 100% of vehicles entering for inspection that have not paid fees are collected by the unit, ensuring that no vehicles are missed or duplicated. Although according to regulations, the fee collection source will be paid into a specialized collection account opened at the Investment and Development Bank after 3 days, the Center does it every day.

However, due to the additional task of collecting road use fees, it is necessary to allocate more human and material resources for this task, while the center is a state-owned enterprise that self-insures all regular operating costs. Therefore, the unit also proposed to increase the fee rate left for the unit performing the collection task from 1% to 3% to ensure sufficient costs for collection activities and salary payments to employees.

Overview of the work

During the inspection, the inspection team clarified a number of issues related to the annual toll collection plan; the use of the regulatory rate from the revenue source left for the unit as well as difficulties and obstacles. The team also noted that the Center needs to adhere to the documents of the Central Government to implement management and collect and pay road use fees in full and timely manner. At the same time, measures must be taken to monitor vehicles that do not undergo periodic inspection as prescribed, contributing to ensuring traffic safety and collecting road use fees for vehicles that have not been collected.
