Supervising the socialization of education at Ha Huy Tap High School and Hong Son Secondary School (Vinh City)

(Baonghean.vn) -Implementing the 2013 monitoring program, this morning, March 22, the Provincial People's Council's Culture - Social Committee, headed by Comrade Nguyen Xuan Son - Member of the Provincial Party Committee, Head of the Committee, supervised the implementation of funding sources from socialized education at Ha Huy Tap High School (Vinh City).

Through monitoring, the collection and disbursement work at Ha Huy Tap High School was carried out quite systematically, publicly and democratically. In addition to the mandatory collections according to regulations which were implemented in accordance with regulations, socialized contributions were agreed upon between parents and the school's Board of Directors. From this contribution, the school bought badges and uniforms for students, periodically examined students' health; built a fence between the school area and the sports ground and created counterpart resources for the school to carry out the project of building a high-rise school building to put the school into one-shift school soon in the near future. In general, the use of socialized resources was for the right purpose and budget; the budget was managed in accordance with regulations, fully publicized, and there were no negative signs.

However, after mobilizing socialized resources to serve the purpose of school construction but not yet used, the school deposits them into the state treasury without interest, affecting the value of the school's revenue when implementing construction.

Concluding the supervision, comrade Nguyen Xuan Son highly appreciated the implementation of socialization of education in recent times, and emphasized: socialization is an objective and necessary requirement in the development process. The issue is that it is necessary to do better in socialization of education, in which it is necessary to pay attention to guiding homeroom teachers and parents' associations to ensure voluntary mobilization of socialization. Pay attention to attaching annual and long-term mobilization plans to serve investment in serving students with high efficiency, avoiding scattered investment. It is necessary to study the extension of social mobilization collection, avoiding collecting in one time to reduce pressure on parents, especially poor families. Periodic health check-ups for students need to be exploited and used according to the student health insurance card regime, reducing the contribution of parents.

QuaMonitoring shows that the implementation of social mobilization at Hong Son Secondary School is in accordance with the spirit of direction at all levels, voluntary and agreed upon, without imposing a collection level.from 50,000 to 500,0000VND/student/year. The collection and expenditure from socialized expenses are supervised by the Parents' Association and the People's Committee of Hong Son Ward. The school conducts periodic health check-ups for students from the health insurance fund, not from mobilizing contributions from parents. However, the mobilized socialized resources have not yet met the increasing learning needs of students.

Speaking at the monitoring session, the delegation requested that the school promptly update documents from higher levels related to school revenue and expenditure for implementation. The school needs to have a plan to build and invest in purchasing facilities.yesfor each year and long term to mobilize contributions, ensure efficiency, practicality, avoid waste. To ensure the voluntary mobilization of socialization, the school needs to have a democratic and objective mobilization method so that socialization contributions are suitable to the financial capacity of parents and students. Regarding some recommendations and proposals of the school, the delegation noted to recommend to competent authorities for research to adjust, amend and supplement in the coming time.
