(Baonghean.vn) - SOn April 15th, the Culture and Social Affairs Committee of the Provincial People's Council, led by Comrade Tran Cong Duong - Member of the Standing Committee of the Provincial Party Committee, Chief of the Provincial Party Committee Office, and Head of the Culture and Social Affairs Committee - conducted a monitoring visit on the construction of a national standard school at Nghia Loi Commune Kindergarten, Nghia Dan District. Also participating in the delegation were members of the Standing Committee of the Provincial People's Council, representatives from the Department of Education and Training, and the Department of Finance.

Comrade Tran Cong Duong discussed several issues of concern with the school.

Nghia Loi Kindergarten is located in a particularly disadvantaged area that benefits from the Government's Policy 135. The lives of the majority of the local people are difficult, which affects the social mobilization efforts to increase investment in school facilities. Despite this, in recent years, the Party Committee and the Nghia Loi commune government have paid close attention to directing and integrating resources from Program 135, the school infrastructure improvement program, the district budget, the commune budget, and funds mobilized from the people to invest in building school facilities.

In the 2007-2008 academic year, the school completed its requirements and was recognized as a National Standard School. Each year, the school plans to maintain and improve the quality of several standard criteria, such as adding classrooms, gardens, entrance gates, and grounds; focusing on educational quality; and continuously improving its social outreach efforts.

However, at this point, compared to the new national standards for building model schools, the school still has some shortcomings, such as a lack of administrative offices, a vice-principal's office, restrooms, a security room, and even the school grounds.... Regarding the teaching staff, the ratio of teachers to classrooms does not meet the prescribed standards.

On behalf of the inspection team, Comrade Tran Cong Duong acknowledged the efforts of the locality and the school; and at the same time requested the school to closely adhere to the tasks and requirements of the education sector in building a standard school to advise the locality. The locality also needs to pay serious attention, as this is one of the important targets of the Party congresses at all levels. The school needs to supplement and improve the quality of the standard criteria already achieved, striving to be re-certified after 5 years of being recognized as a standard school according to regulations.

According to the district leaders' report, Nghia Dan currently has a total of 69 schools, including 25 kindergartens; 26 primary schools; 16 junior high schools; and 2 high schools. The resolution of the District Party Congress for the 2010-2015 term set a target of having 60-65% of schools meet national standards by 2015. To achieve this target, from the beginning of the term, the District Party Committee issued Resolution No. 12/NQ-HU, dated November 13, 2011, on the promulgation of the Project to improve the quality of education and training in the district, which includes the task of building schools that meet standards; the District People's Council has established mechanisms and policies to invest in schools that meet standards.

Vice Chairman of Nghia Dan District People's Committee Vo Tien Sy reported on the results of the work to build national standard schools.

However, due to the district's numerous particularly disadvantaged communes, some of which were newly established from agricultural and forestry farms, school facilities are largely dilapidated and substandard. Meanwhile, local resources for building standard schools are limited, and social mobilization efforts are extremely difficult. Therefore, only 29 out of 69 schools in the entire district have met national standards. Thus, between now and the end of the 2015 term, an additional 13 schools must meet the standards to achieve the target set by the congress.

On behalf of the supervisory delegation, Comrade Tran Cong Duong acknowledged the district's efforts in leadership and guidance, as well as its focus on integrating resources to build national standard schools. He noted that building national standard schools is an important target of the district and provincial Party congresses. Therefore, he requested that the district, in the remaining time of the term, focus on decisively directing the construction of standard schools with more proactive solutions, concentrating resources on schools that are close to achieving the standard. He also urged the district to direct localities with schools that have already achieved the standard to continue supplementing and improving the quality of the standard criteria to maintain the standard status, contributing to improving the quality of education and training.
