Reducing the number of state economic groups
Government spokesman Vu Duc Dam said the Government has a policy of reducing the number of State economic groups from the current 11 to about 5 to 7 groups.
At the regular Government press conference on the afternoon of September 5, answering questions from the press about the information that the Ministry of Construction proposed to stop the pilot project of the Housing and Urban Development Corporation and Song Da Corporation, Government Spokesperson Vu Duc Dam said that at the regular meeting in August 2012, the Government had not discussed this content in detail.

The policy is to clearly define the responsibilities of the Prime Minister, Ministers, Chairmen of the Board of Members, Chairmen of the Provincial and Municipal People's Committees for state-owned enterprises. Specifically, for large corporations that are decisive not only for production and business activities but also for social security and national defense and security, the Prime Minister will increase responsibility, while the remaining responsibilities will be assigned to the Ministers of specialized management ministries.
Government spokesman Vu Duc Dam said: We are piloting the economic group model and currently have 11 groups, the Government's policy is to reduce this number. The exact number is currently being discussed, but it will be around 5 to 7 groups, including large and important units for the country's livelihood, such as oil and gas, electricity, telecommunications... The remaining groups will be reorganized, assigned to the Ministers of specialized management ministries who will be the direct superiors.
Government spokesman Vu Duc Dam also noted that saying so does not mean that after assigning the specialized management ministries to the Ministers, the Government and the general ministries have no responsibility, nor that the specialized management ministries previously had no responsibility for enterprises, but that the responsibilities will be more clearly defined.
