With a personal identification number, people do not have to declare their basic information many times, do not have to copy, photograph, or certify copies of original citizen documents when performing about 1,300 administrative procedures, helping to save 1,600 billion VND/year.

On June 8, the Prime Minister signed Decision No. 896/QD-TTg approvingProjectOverall simplification of administrative procedures, citizen papers and databases related to population management in the 2013-2020 period aims to fundamentally innovate the organization and operation of State management of population, simplify administrative procedures, reduce citizen papers, contribute to improving the effectiveness and efficiency of State management in all areas of social life; at the same time, contribute to the development of e-Government in Vietnam.
The Steering Committee for the implementation of the project will be established with a Deputy Prime Minister as Head of the Committee, the Deputy Heads being: Minister of Justice; Minister of Public Security; Minister of Information and Communications; Minister and Head of the Government Office.
In the 2013-2014 period, the project implementation focused on completing the legal basis for granting personal identification numbers; building a national database on population; systematizing administrative procedures, citizen papers and databases related to population management; reviewing and proposing solutions to simplify administrative procedures, citizen papers and databases related to population management...
According to the project, by the end of 2015, the construction of the national population database infrastructure will be completed nationwide. From 2016, the organization will implement the entry of personal information into the national population database.
In the 2015-2020 period, the issuance of personal identification numbers to citizens will be implemented according to a roadmap chaired by the Ministry of Public Security in coordination with the Ministry of Information and Communications; Justice; and Foreign Affairs. At the same time, the Government's Resolution on simplifying administrative procedures, citizen papers and databases related to population management will be implemented.
