Difficulties in drug addiction treatment and post-treatment management
(Baonghean) -By the end of 2010, Nghe An province had 5,596 drug addicts with records, of which 3,419 were living in the community and 2,177 were undergoing rehabilitation at social labor education centers, and criminals were detained and held in prisons and temporary detention camps. It is worth mentioning that the number of addicts who have not been discovered and managed in reality is much larger than the reported number.
The province currently has 262/480 communes, wards and towns with drug addicts, including 23 key complex communes, wards and towns and 29 complex drug communes, wards and towns. Recognizing the harmful effects of drug abuse and the consequences caused by drug addicts to the community and society, in recent years, Nghe An province has focused on leadership and direction to suppress and repel drug crimes; at the same time, restrain the growth rate of drug addicts and limit drug addicts from developing into drug criminals. The province has also issued many policies and regimes for drug rehabilitation and job creation after rehabilitation; focused on improving the quality of the staff working in drug rehabilitation and post-rehabilitation management; focused on investing resources in building facilities to serve drug rehabilitation work in social labor education centers and in the community.
The total budget for drug rehabilitation, vocational training, and job creation for drug addicts in the province in the period of 2006-2010 amounted to nearly 115 billion VND. In addition, each district, city, and town has included drug rehabilitation, vocational training, and job creation for drug addicts in the local socio-economic development, hunger eradication, and poverty reduction program. At the commune level, drug rehabilitation teams at the commune level have been established and improved, and the whole community has been mobilized to join hands to support and help drug addicts to get rid of their addictions at home and in the community.
The results of 5 years (from 2006 - 2010) received and organized drug rehabilitation for 11,877 addicts, reaching 100% of addicts with management records. Of which, 4,132 people were treated at drug rehabilitation facilities, accounting for 35%; the majority of the remaining were treated at home and in the community. However, due to the quality of drug rehabilitation not meeting requirements and the loose and formal post-rehabilitation management, especially the failure to create a good social environment for addicts to reintegrate into the community..., the relapse rate remains high, accounting for 85 - 95%.
From the fact that the number of drug addicts has not been detected, the limitations in establishing management records and organizing drug rehabilitation in the community are still very large; from the low effectiveness of drug rehabilitation work, the problem now is the need to invest in research to come up with more effective solutions. Because the current drug problem is no longer just about each individual addict and the family of the addict suffering the consequences, but it also entails general harms to society such as HIV infection, the spread of drug addiction and the emergence of social evils such as theft, robbery, violence, etc., affecting security and order in the area.
Therefore, it is necessary to continue to promote propaganda, education and persuasion so that drug addicts have the determination and will to successfully quit their addiction. Along with the efforts of the addicts themselves and their families, it is necessary to mobilize the whole society, in which the role of Party committees and Party members at all levels should be promoted in supporting, helping and creating a good social environment for drug addicts to reintegrate into the community.
