TImplementing Plan 649 dated October 28, 2013 of Nghe An Provincial Police on launching a peak period to capture wanted subjects hiding in the Southern provinces, PC52 Department sent scouts to verify information on a number of subjects who were likely hiding in the South and Central Highlands. Through reports from scouts, 15 information leads were discovered about 15 subjects currently present in major cities in the South and some remote areas in the Central Highlands. Immediately, the leaders of PC52 Department established a special working group headed by Major Tran Van Hong to go to the South. One disadvantage is that during this time, the flood situation in the Southern provinces and Central Highlands is relatively complicated, unpredictable, greatly affecting the movement and capture of the subjects. A combat plan was outlined to ensure the safety of the scouts as well as not let criminals escape.
When the preparations were completed, the working group immediately set off by long-distance bus. At that time, super typhoon No. 14 (Haiyan) with strong winds of level 16-17 was forecast to hit the Central region, forcing the bus to stop and take shelter in Da Nang City. When the wind stopped, the scouts quickly set off. The mission of the scouts was to infiltrate the southern provinces to search for and capture suspects who had been hiding from arrest warrants for many years. This job was extremely difficult, because these were suspects who had been hiding for many years and had cunning and devilish ways of changing and transforming.

After receiving the files of the wanted subjects, the detectives must use their professional measures to verify the information in the locality where the subject used to reside and other relationships to know the area where the subjects are hiding. After having clues about the subject, they must stick to the area, often having to eat and sleep there to keep watch. Most of these are subjects who have been hiding for quite a long time, in some cases, they have been hiding for 16 years like Ngo Tien Dung for the crime of disturbing public order.
Some criminals have been criminals for a long time so they are very clever in being vigilant and cautious when approached. They are willing to change their appearance to avoid detection by the investigation agency and live a "mobile" life to hide. Lieutenant Nguyen Van Khanh, a young detective of the PC52 department, said: "Many subjects choose industrial zones, where there are many people, to blend in as workers for enterprises and factories. But there are also subjects who choose to hide in isolated mountainous areas, isolated from the outside world.
There are cases where, to avoid being searched by the investigation agency, people ask to work in rubber forests and coffee plantations far away, separate from residential areas. Therefore, approaching these subjects is extremely difficult, if not careful, it is easy to be discovered and escaped. In many cases, to deceive the authorities, they have changed their names, made fake resumes and ID cards. A typical example is Le Quang Ninh (born in 1989), a criminally dangerous subject, with the crime of "intentionally causing injury". To identify this subject, the detectives had to verify his traces as well as investigate his clues. With sophisticated tricks, Ninh continuously moved, misleading the detectives' search. For nearly a month, on passenger buses, to remote and dangerous lands, the detectives of PC52 have captured 11 long-time wanted, especially dangerous subjects. These subjects are mostly quite young, many of them are not married. After knowing that they have a wanted order, they chose remote southern provinces and the Central Highlands with difficult terrain to hide.
The subjects arrested this time include: Ho Viet Tra (born in 1986), residing in hamlet 6A, Nam Thanh, Nam Dan; Le Van Dung (born in 1989), residing in Cao Trai hamlet, Nghia Thang commune, Nghia Dan; Ngo Van Son (born in 1974), residing in Tan Thanh hamlet, Nghia Thai, Tan Ky; Le Van Luan (born in 1953), residing in Minh Son hamlet, Thanh Tung commune, Thanh Chuong; Nguyen Cong Trung (born in 1983), residing in hamlet 5, Xuan Thanh, Yen Thanh; Ngo Thi Loc (born in 1969), residing in hamlet 9, Dien Tan commune, Dien Chau; Ngo Tien Dung (born in 1976), residing in block 10, Ha Huy Tap ward, Vinh city; Le Quang Ninh (born in 1989) residing in Quynh Tan, Quynh Luu; Nguyen Dinh Thu (born in 1975) residing in EaSon commune, Krong Bk district, Dak Lak; Hoang Van Tong (born in 1987), residing in Nghi Huong ward, Cua Lo town, and Dao Thai Dong (born in 1987), residing in Thanh Xuan, Thanh Chuong, were charged with the following crimes: theft of property, intentional infliction of injury, abuse of trust to appropriate property, gambling, murder, consumption of property obtained by others through crime, and disturbing public order.
The successful capture will see the criminals receive appropriate punishment for their actions after many years on the run. This is also a contribution to the goal of ensuring security and order in the area by the Provincial Police's Criminal Investigation Police force.
