Extend tuition collection time for poor students

The Ministry of Education and Training requires schools to have a policy to extend the time for collecting tuition fees and other fees for students eligible for loans under Decision 157/2007/QD-TTg to wait for disbursement procedures from the Social Policy Bank.

Thus, the students eligible for tuition fee deferral under Decision 157/2007/QD-TTg are those in difficult circumstances studying at universities, colleges, vocational schools and vocational training institutions.

These subjects include students who are orphaned by both parents or only one parent but the other is unable to work; students who are members of poor households or households with an average income per capita of up to 150% of the average income per capita of poor households; students whose families face financial difficulties due to accidents, illnesses, natural disasters, fires, or epidemics during their studies, with confirmation from the People's Committee of the commune, ward, or town where they reside.

According to the process, these students will need to have a certificate from the school to get a study loan.

Therefore, the Ministry of Education and Training also requires units to issue certificates and confirm quickly, accurately, and fully with information for students borrowing training credit capital according to the latest current Confirmation Form.

Universities, academies, colleges and vocational secondary schools, the Principal (or Director) may authorize the leader of the unit in charge of student affairs or the school's official training facility to sign the confirmation.

For other educational institutions, the unit leader confirms the form for students.

As for the faculties under Hanoi National University, Ho Chi Minh City National University, Thai Nguyen University, Hue University, and Da Nang University, if they have their own seals and accounts and are authorized by the university directors, the faculty leaders will confirm.

Previously, on October 15, 2012, attending the online discussion "To help poor students have money to study" held at the Government Electronic Information Portal, Deputy Minister of Education and Training Tran Quang Quy said that the Ministry has asked schools to share difficulties with the government and not force students to pay immediately. Students from poor families who do not have the conditions to pay should be allowed to pay later. Students who are pressured by schools should report to the Ministry of Education and Training.
