Railway Project Management Board leader demoted after scaffolding collapse
Regarding the collapse of the Cat Linh-Ha Dong urban railway project's beam, Minister of Transport Dinh La Thang has just signed three more decisions to discipline the leaders of the Railway Project Management Board - the project investor.

Specifically, the disciplinary decision demotes Mr. Nguyen Manh Hung, Acting General Director of the Railway Project Management Board, to the position of Deputy General Director of the Railway Project Management Board from January 10, 2015.
Mr. Hung was considered for disciplinary action due to his mistakes as the head of the Project Management Board in directing and managing the implementation of the Cat Linh-Ha Dong urban railway construction investment project, causing a serious incident of scaffolding and concrete collapse while constructing the H7 pier beam of the Ha Dong Bus Station.
Minister Dinh La Thang also requested the enforcement of the disciplinary decision of Warning against Mr. Nguyen Van Bao, Deputy General Director of the Railway Project Management Board and Mr. Trieu Khac Dung, Deputy Director of the Department of Construction Management and Traffic Works Quality for making mistakes in directing and managing the construction of the project, causing a serious safety incident.
Previously, at 4:00 a.m. on December 28, at the section Km7+703,600-Km7+798,400-Ha Dong bus station location, Tran Phu street, part of the Hanoi urban railway project, Cat Linh-Ha Dong route, an incident occurred during the concrete pouring process for the H7 pier cap beam, the floor system, scaffolding and concrete of the H7 pier cap beam collapsed onto the road.
“However, the incident did not result in any human injuries,” the Ministry of Transport said in a statement.
Immediately after the scaffolding collapse incident at the Cat Linh-Ha Dong urban railway construction site occurred, in the early afternoon of December 28, the leaders of the Ministry of Transport decided to suspend a series of units and individuals related to the incident.
For the EPC General Contractor (China), the Ministry of Transport requested to focus on directing subcontractors and mobilizing other subcontractors to actively handle the scene to clear the site and ensure traffic safety.
“The general contractor must take full responsibility and bear all costs caused by the incident and at the same time request the units: General contractor, Supervision consultant, subcontractor to closely coordinate with relevant agencies to clarify the cause, collective responsibility, and related individuals for handling,” the leader of the Ministry of Transport stated.
Regarding the Supervision Consultant, the Ministry of Transport severely criticized and warned Chief Supervision Consultant Diem Chi Cuong. Indefinitely suspended Mr. Ta Trung Van - Supervision Consultant in charge of Ha Dong Bus Station.
Regarding the Railway Project Management Board: Minister of Transport Dinh La Thang has decided to suspend the management work of Mr. Nguyen Van Bao - Deputy General Director of the Railway Project Management Board to review and clarify responsibilities.
Regarding the subcontractor, Vietnam Construction Investment and Technology Consulting Joint Stock Company (Vinacontech), which is the contractor directly responsible, the Ministry of Transport also issued a measure to suspend all construction work, absolutely not allowing it to participate in the construction of any other items of the Hanoi Urban Railway Project, Cat Linh-Ha Dong line.
