'Spreading the net' to catch a group of subjects specializing in inter-district motorbike theft

(Baonghean.vn) - "Diligent in eating, lazy in working", a group of young men aged 21 - 25 years old together committed a series of motorbike thefts in Nghi Loc, Do Luong, and Dien Chau districts (Nghe An).The group's meeting place was at a hotel at Dien Thanh beach.

From March to May 2016, motorbike thefts occurred continuously in Dien Chau district. The method of the subjects was to take advantage of the negligence of the vehicle owner, use a clamp to unlock the motorbike and steal it and quickly disappear....

Typically, on March 29, Ms. Nguyen Thi Thao, resident of Hamlet 7, Dien Hoa Commune, drove her Exciter motorbike worth nearly 50 million VND to the rice field to weed. After leaving the motorbike for about 3 minutes, she looked back and discovered that the motorbike had "disappeared".

From the information provided by Ms. Thao and some previous reports of property theft from victims, the leaders of Dien Chau District Police determined that this was a group of motorbike thieves operating extremely recklessly and aggressively.

Project code 416T was established to investigate, clarify, and urgently arrest the criminals. Accordingly, most of the subjects with criminal records for property theft were put in the "crosshairs" of the Project Board but were later eliminated from the list of suspects.

While collecting information about people from other localities coming to Dien Chau district with signs of unclear business and living, detectives discovered a group of young people aged 21-25 often going in and out of a hotel at Dien Thanh beach, Dien Thanh commune.

During the day, the subjects "rode" their motorbikes everywhere, even to Nghi Loc district, Do Luong district and Anh Son district; at night, they returned to gather at a hotel at Dien Thanh beach to have fun.

In the above group of subjects, the detectives paid special attention to Tran Trung Uy (21 years old) residing in Yen Thanh district. Due to competition, debauchery and lack of family management, at the age of 17, Tran Trung Uy became a famous gambler in the rice land. Because of gambling, Uy embarked on the path of property theft. At the age of 18, he had a criminal record for gambling and a criminal record for property theft. However, instead of repenting and working hard, he became friends with a group of friends who specialized in property theft. In just a short time, he and his accomplices committed a series of motorbike thefts in Dien Chau, Nghi Loc, Anh Son districts...

After collecting all documents and evidence, all movements of the subjects were put into the "sights" of the detectives.

On April 11, detectives discovered Uy driving an Exciter motorbike with similar characteristics to Ms. Thao's but with a different license plate. After having sufficient grounds to confirm that the motorbike had a fake license plate, the plan to urgently arrest Uy was quickly deployed by the Task Force.

On April 12, while Uy was driving an Exciter motorbike with a fake license plate on the road, he was checked and urgently arrested by the Investigation Police Department of Dien Chau District for theft.

Through the investigation, Uy confessed that on March 29, he, Nguyen Van Toan (born in 1995), residing in Hamlet 1, Bao Thanh Commune; Dang Quang Ty (born in 1994), residing in Hamlet 5, Vien Thanh Commune; and Ho Sy Ngoc (born in 1993), residing in Hamlet 1, Bao Thanh Commune, both in Yen Thanh District, stole Ms. Thao's motorbike in the rice field of Hamlet 7, Dien Hoa Commune.

On the same day, this group of subjects entered Nghi Loc district and stole the motorbike of Ms. Ngo Hong Bau, residing in Nghi Phong commune, when Ms. Bau parked her motorbike in Nghi Phuong commune to go to church. Knowing that Uy was arrested, the remaining subjects fled the area.

On April 13, after Dien Chau District Police coordinated with his family to call and persuade him to surrender, knowing that he could not escape, Nguyen Van Toan went to the District Police Investigation Agency to surrender.

Toan confessed that, in addition to committing the two motorbike thefts mentioned above with his accomplices, he and Ho Sy Ngoc committed two other motorbike thefts. Specifically, on March 28, 2016, Toan and Ngoc rode their motorbikes to Khe Du dike, My Hoan hamlet, Hoa Son commune, Do Luong district and discovered that Ms. Thai Thi Nam, residing in Van Son hamlet, Hoa Son commune, Do Luong district, had her motorbike parked at the foot of the dike without anyone watching. Toan and Ngoc used a clamp to unlock the motorbike and stole it, then sold it for money to spend.

On April 1, 2016, Toan and Ngoc continued to ride their motorbikes into Nghi Loc district to look for their “prey”. At hamlet 7, Nghi Phuong commune, they discovered a motorbike parked at an internet cafe on the side of the road but with no one watching. At this time, Toan sat on the motorbike to keep watch, while Ngoc approached the motorbike, used a clamp to unlock it and steal it.

At the same time, a passerby discovered two motorbike thieves and shouted. At this time, Mr. Phan Dinh Hai, a resident of Nghi Cong Nam commune, the owner of the motorbike, immediately borrowed a motorbike from a nearby resident to chase after Toan and Ngoc, but they had already sped away.

While Dien Chau District Police were preparing to execute an emergency arrest warrant for Ho Sy Ngoc, they received a report that Anh Son District Police had just arrested him in connection with another property theft case that occurred in the district. Meanwhile, Dang Quang Ty has fled the area.

Senior Lieutenant Nguyen Van Son, detective of the Criminal Police Team (Dien Chau District Police) said: This is an extremely daring theft case, involving many localities. Therefore, the investigation and collection of evidence encountered many difficulties, especially the seizure of property to return to the victims. Because in addition to making fake vehicle registrations, attaching fake license plates to bring back to the countryside to sell to consumers, the subjects also disassembled spare parts to sell to motorbike repair shops.

To date, the Investigation Committee has seized 4 motorbikes of various types, including 3 motorbikes that were sold to others after being stolen. On April 21, the Investigation Police Department of Dien Chau District Police initiated a case, prosecuted the accused, and issued a decision to detain Tran Trung Uy and Nguyen Van Toan for 2 months for the act of property theft to serve the extended investigation.
