Meeting on cooperation in protecting security and order with 2 provinces of Laos

(Baonghean.vn) - On August 21, 2015, at Nghe An Provincial Police, a 2015 security cooperation conference was held between Nghe An Provincial Police and Border Guard (Socialist Republic of Vietnam) and the Police of Xieng Khouang and Bolikhamxay provinces (Lao PDR).

Attending the conference, on Nghe An side, there was comrade Le Xuan Dai, Vice Chairman of the Provincial People's Committee; on Laos side, there were comrade Bun Lot Kham Pheng Phan, Director of Xieng Khouang Provincial Police, comrade Thong Deng Kham Phi Thun, Director of Bolikhamxay Provincial Police.

Since the 2014 meeting, the Public Security of the three provinces of Nghe An, Xieng Khouang and Bolikhamxay have closely followed the contents of the signed memorandums of understanding, making an important contribution to maintaining political security and social order and safety. The two sides have well coordinated, exchanged information, and grasped the security and order situation in the border area, especially the plots of hostile forces to take advantage of religious, ethnic, democratic, human rights issues... to sabotage the two Parties and the two States of Vietnam and Laos;

Nghe An Police, Border Guard and Lao Provincial Police have provided and exchanged over 750 pieces of information and documents related to security and order in the border area... on that basis, the two sides have coordinated to effectively resolve issues related to security and order in the domestic and border areas. The two sides have also focused on coordinating well in propaganda and mobilizing people on both sides of the border to raise their vigilance against plots and propaganda of psychological warfare and ideological sabotage by hostile forces. Promote the movement of all people to protect national security; Coordinate well in State management of security and order on the border; Detect, prevent and mobilize 17 households and 47 ethnic people to return to their localities and not migrate illegally; Strengthen coordination in crime prevention and control, mutual judicial assistance in criminal matters, extradition of criminals, maintenance of social order and safety, and security and order.

Nghe An Provincial Border Guard has completed entry and exit procedures for more than 25,000 people, 11,000 vehicles and goods in transit across the border; coordinated 25 campaigns with 503 officers and soldiers from the Police, Army and Border Guard forces to jointly patrol the border area; detected and handled more than 40 cases of border regulation violations, arrested 11 cases, 12 criminals and lawbreakers, organized the pursuit of 06 wanted subjects hiding in Laos; organized raids on 05 groups of subjects carrying hot weapons to organize illegal drug trafficking; eliminated 08 areas, 37 complex drug hotspots.

The two sides have coordinated in exchanging information to help the police detect and arrest 258 cases and 326 drug-related criminals in the border area; seized 7.4 kg of heroin, 158 g and 160 synthetic drug pills, 300 g of crystal meth, 11.8 kg of marijuana... Organized 12 district and commune-level meetings to coordinate in exchanging information, preventing and combating all types of crimes; Nghe An Provincial Police successfully organized a training course on staff skills and police skills for 45 police officers of Xieng Khouang and Bolykhamxay provinces.

In the spirit of special solidarity, friendship and comprehensive cooperation between Vietnam and Laos, Nghe An Provincial Police, Xieng Khouang Provincial Police, and Bolikhamxay Provincial Police agreed to sign the 24th memorandum of understanding on cooperation in protecting security and order in 2015.
